Agency and Stake Holders
The agency in question is the Department of Social Services. The stake holders of the
DSS are vulnerable citizens, foster and adoptive parents, youth, welfare directors and program
specialist.
The Scenario
The DSS has been accused of “overstepping” many boundaries when it comes to serving
the citizens of Virginia in multiple aspects. The DSS feels that they are within intent of the law
with their rules because they are the ones in the field daily dealing with citizens, parents and the
youth. The voters are not happy because they feel like the rules are causing more problems and
stress then they are benefits to the people the DSS serves. Legislators are not happy because they
do not think that is an issue that should be addressed by the governor.
Governor’s Response
When it comes to the voters and the issue of the DSS, I feel that I would address this
matter head-on with a press conference or news release as soon as I have all the facts
surrounding the allegations. I want the voters to know that I put my trust into the administration
at DSS and if any violations of the laws are found with the rules DSS has implemented I will
dismiss the DSS head administrators immediately.
When addressing the matter with legislators and my constitutional authority of the matter,
I would let them know that just like them I am doing what is best for your constituents. When the
laws are passed in the house and senate and signed off on by me it is because everyone agrees it
is what is best. The voters have brought it to my attention that those laws are being violated by a
department under my executive branch, so I will take responsibility for the accusations, address
