The United States has been able to defend and promote freedom, democracy, and human
values as universal values. This element is viewed as consistent not only in core U.S. political
values but also a theory advanced by some observers. The element is viewed as a key of soft
power because it can encourage minded governments to work with the United States because it
has the potential to shape the behavior of authoritarian and illiberal governments.

and promote the liberal international order that the United States with the support of its allies
created. The key elements include respect for the territorial integrity of countries, preference for
resolving disputes and between countries peacefully, and respect for international law. The key

government spending flowing into the economy. Defense spending led to booms in several areas
of the economy and technological fields. Not only did the United States and the Soviet Union
engage in an arms race, but also in the space race. In 1957 the Soviet Union launched the first
man-made satellite Sputnik and sent the first human to space. Fear of losing to the Soviets led to
a focus on Math and Science in schools and billions more in spending on research and
development.
The fear of nuclear war continued underlying during the cold war. The government
prepared for war constantly and expanded the country’s arsenal of weapons with which to
retaliate, but the general public was also impacted by fear and preparation for “ the bomb.”
Schools practiced duck and cover drills, major cities installed and regularly tested air raid sirens
and public fallout shelters were constructed. The threat of nuclear war lurks in the background,
specters that remain a constant threat.
The fear in the cold war between the united states and the Soviet Union had broad
