Problem
Every classroom has some degree of disciplinary issues. Even minor disruptions and
distractions result in a loss of educational time not only for the student that is being disruptive
but also for all the students in the class. Teachers must determine if these issues warrant a
disciplinary referral which will increase the amount of educational time lost for that student
while they are out of the classroom. All this loss educational time reduces the potential of that
student. However, current studies continue to focus on students in urban or low-income settings.
Anyon, Jenson, Altschul, Farrar, McQueen, Greer, Downing and Simmons annotated that studies
need to be broadened to notices patterns among disciplinary issues in all public schools (2014).
In another study that focused on interventions to reduce disruptive behavior, Smith, Bicard,
Bicard and Casey (2012) reported that positive behavior interventions have been effective in
decreasing disciplinary issues, limiting the use of ISS, in school suspension, and increasing
students time in the classroom. In 2014, Skiba acknowledged that behavior in the classroom was
the primary concern not only to teachers but parents as well.
Practices, Policies, and Procedures that Have Led to the Problem
Many changes in the educational system have led to the disciplinary problems in schools.
Toby (1998) explained that students previously would drop out of school if they did not like
