Ethical Issues Assignment
Introduction
Within the field of criminal justice, there has been an increased emphasis on the need to
adhere to ethical standards. The ethical framework provides a strong basis for further
development and advancement of ethical principles designed to enhance the application of
strategic intelligence principles. For instance, civil liberties, privacy, and constitutional rights
require strict adherence to different ethical policies (Mann, 2017). Therefore, it is vital to
develop an in-depth understanding of different ethical principles and other frameworks that must
be adhered to in establishing a strong basis for adherence to ethical principles. The research will
provide a basis for understanding different ethical issues related to strategic intelligence and
other intelligence-led policing forms. The review will also highlight different approaches to
address and mitigate the highlighted ethical concerns.
Issues Associated With Application of Strategic Intelligence Principles
The application of strategic intelligence principles has been faced with numerous
challenges that impact the effective implementation of the highlighted guidelines.
The primary issues that have impacted the successful implementation of strategic intelligence
have been associated with numerous challenges, such as the people's constitutional rights, civil
liberties, and privacy issues. In the recent past, the adjustments to the approaches utilized in
addressing strategic intelligence issues have also impacted the success of key operations
impacting the industry (Malone, 2015).
As a result of recent developments, there has been a sharp increase in the competition for
attention from the leaders. In most cases, there have been reports of information overload; this
has significantly affected the ability to control the access and the use of information concerning
3
strategic intelligence (Malone, 2015). The rapid increase in information overload has also
impacted the ability to maintain the shared data's confidentiality exclusively. Other ethical
concerns affecting the application of strategic intelligence principles have been associated with
the sharp increase in access to open information and different intelligence forms.
There have been concerns that different forms of intelligence analysis are likely to
become irrelevant due to numerous advancements in technology in the recent past. In many
sectors of the economy, intelligence has been considered to play a crucial role in addressing
critical issues affecting many modern businesses. For instance, recent developments have
highlighted that many businesses rely on various security intelligence elements in making
essential decisions. The advancements in artificial intelligence have been vital in facilitating
effective decision making in many modern companies.
The recent advancements in technology have enhanced the utilization of machine
learning, which has been elemental in the collection of crucial data. In many organizations, the
use of machine learning and artificial intelligence has created new avenues for the collection of
crucial data needed in manning the critical operations in the organizations (Hansen, 2012).
However, the advancements in technology have raised many concerns about how the collected
data is utilized. The sharp increase in the use of modern technology systems has presented
numerous threats, such as attacks by malicious individuals. Therefore, there has been an
increased emphasis on developing the right systems and structures to mitigate the threats.
The vulnerabilities presented by the utilization of modern technologies has created numerous
issues that are likely to impact the integrity of information shared by the highlighted parties. For
instance, many ethical concerns, such as the breach in the privacy of crucial data from
organizations, have been critical issues affecting strategic intelligence implementation (Malone,
4
2015). Therefore, more emphasis has been placed on developing the necessary mechanisms
needed to eradicate the treats on the type of data processed by modern organizations (Mann,
2017). In the recent past, strategic intelligence has been fighting for its place in addressing key
ethical concerns (Hansen, 2012).
In the present data, many countries have invested in modern technologies in an attempt to
ensure key issues affecting the industry are adequately addressed. Tactical and operational
intelligence has been essential in addressing key issues likely to impact the efforts in the fight
against different vices, such as terrorism (Dunn Cavelty & Mauer, 2009). Strategic intelligence
has been considered key in developing the right frameworks necessary in developing the right
systems in addressing key challenges facing modern nations.
Political developments have also raised many ethical concerns on how key issues are
addressed. For instance, some political leaders have been fond of ignoring strategic intelligence
in reaching critical decisions. During his tenure, President Donald Trump ignored information
from the American Intelligence Community in reaching key findings. Donald Trump's approach
resulted in many issues, as some of the decisions reached were in contradiction to the
intelligence bodies' advisory. There were numerous ethical concerns on the United States Army's
actions in launching their attacks on different nations. Based on Donald Trump's sentiments, it
was evident that politics presents many issues to strategic intelligence advancement.
President Donald Trump suggested that the American Intelligence Society was not taking the
necessary measures to ensure the data's accuracy in his public addresses. Through the
developments, the key issues were the politicization of intelligence. The combination of politics
and strategic intelligence work presents numerous obstacles that impede critical operations'
5
success (Denécé, 2013). Therefore, it is vital to develop the necessary systems to reduce the key
issues affecting strategic intelligence.
The other issues affecting strategic intelligence have been linked with the security of
civilian research. Many institutions have invested numerous resources to collect the desired data
shared with other agencies (Coulthart, 2019). There have been many ethical concerns raised
based on the type of information released by the independent institutions. In the recent past, it
has been established that many institutions tend to design the outputs in a specific manner to
influence policies developed by the leading agencies. Therefore, the institutions' research
outcomes have been biased to achieve the goals and desired outputs of particular institutions.
The developments have raised many ethical concerns on the authenticity of the information
shared by the institutions.
The other challenge has been based on the belief that there are substitutes for strategic
intelligence. Based on strategic intelligence's crucial role, it is hard to substitute the institutions'
work (Brantly, 2014). However, recent developments pose numerous challenges to the successful
establishment of strategic intelligence efforts. Therefore, based on the developments, there is a
need for different measures to address strategic intelligence issues.
Mitigation of Ethical Issues in Strategic Intelligence
In addressing the issues affecting strategic intelligence, there is a need to ensure that the
necessary measures are taken to ensure the challenges are eliminated. In most cases, the
credibility of strategic intelligence is essential as it helps in developing effective approaches
necessary in addressing different issues, such as privacy of the shared information (Brantly,
2014).
6
Therefore, changing the approaches used in the collection of strategic intelligence will play a
crucial role in reducing the highlighted concerns (Coulthart, 2019).
Other approaches, such as enhancing privacy in intelligence collection, will play a crucial
role in enhancing the authenticity and accuracy of the shared information. Regulation of the
institutions involved in the collection of strategic intelligence data will also help safeguard the
institutions' credibility. Other approaches, such as preserving the use and utilization of strategic
intelligence information, will be vital in restoring and enhancing the shared data's credibility.
Conclusion
Through the analysis, there was an in-depth analysis of different issues affecting the
successful implementation of strategic intelligence. The research has highlighted how the
varying problems have impacted the successful application of strategic intelligence today. Based
on the overview, there were insights into different issues related to privacy, constitutional rights,
and different forms of civil liberties (Barnea, 2019). The analysis has also highlighted different
mechanisms that could help address the ethical issues associated with strategic intelligence.
Finally, the research was insightful as it provided a summary of the roles, issues, and mitigations
measures related to the development of strategic intelligence.
