I. Introduction
A. In the United States border security has a
complicated relationship with the ongoing threat of
terrorism.
B. Thesis: For border security to work without the threat with
terrorism, they need to partnership protecting movements
of weapons, drugs, contraband, and people while
supporting lawful access and exit.

A. Global effort to stop the trafficking of weapons of mass
destruction, their delivery systems, and related materials
to and from states and non-states.
