Measuring Leadership Effectiveness
As organizations strive to enhance organizational development, they must consider the
critical component of measuring leadership effectiveness. Measuring effective leadership can
provide invaluable insights into how leaders drive performance, guide outcomes, and foster
team growth (Blair et al., 2024). These metrics enable organizations to track tangible results,
such as goal attainment, innovation, and productivity, while fostering intangible components,
including culture, trust, and engagement, at every level. Research has increasingly highlighted

the importance of evaluating the effectiveness of leadership and its contribution to enhanced
development, resulting in high rates of employee retention. This review will analyze research
that provides insight into effective leadership, how organizations measure it, and the impact of
effective leadership on organizational development and retention.
Understanding Effective Leadership
As effective leadership continues to evolve, organizations can leverage adaptability, the
ability to influence, and drive sustainable change by examining studies from Brunelli and
Cavazotte (2024) and Janovac et al. (2023). These two studies offer valuable insights into
effective leadership in the public sector and social businesses. Brunelli and Cavazotte (2024)
investigate core theories of effective leadership, including components of transformational and
adaptive leadership. The study offers a qualitative analysis that underscores the significance of
ethical commitment, emotional intelligence, and employee engagement. The authors suggest
that leaders are more successful when they possess both soft skills and relational competencies,
particularly as they encounter institutional gaps, resource scarcity, and complex communal
dynamics within the organization. The study also magnifies how technical skills require a
foundation rooted in social values, navigating uncertainty, and alignment. Brunelli and Cavazotte
(2024) note that leadership is most effective when system and personal force, collaboration and
intentional action cultivate an experience that yields results and satisfaction from stakeholders.
Janovac et al. (2023) explore effective leadership through the public sector by identifying
critical leadership factors that influence strategic vision, outcomes, effective communication,
and organizational knowledge. The authors emphasize the importance of order, authority, and
discipline. The research indicates that transparency and accountability are weighted concerning
performance traits and organizational navigational skills. The article defines effective leadership
as the ability to implement policies, coordinate across job functions, build and maintain trust,
and overcome resistance. Both studies magnify the critical elements of effective leadership by

affirming that effective leadership does not have a singular definition; instead, it is comprised of
systemic competencies and interpersonal skills that drive results and outcomes.
Measuring Effective Leadership
Deng et al. (2023) and Kozminski et al. (2022) offer insights into the various ways
organizations measure leadership effectiveness. Deng et al (2023) provide an analysis of
transformational leadership and the measurements of success. The evidence from the study
suggests influence, motivation, intellectual stimulation, and personalized considerations are the
four critical components that determine leadership effectiveness. The authors provide insight
into tools such as 360-degree surveys, satisfaction data, outcomes, and objective achievements
as measures of leadership effectiveness. The study suggests that the tools used to measure
efficacy also provide insight into organizational culture and readiness, as effective leadership is
not solely about authority but also about achieving sustainable outcomes for the organization.
Kozminski et al. (2022) complement the perspectives of Deng et al. (2023) by integrating
individual leadership competencies and structural constraints. The studies suggest that when
using tools to measure leadership effectiveness, organizations should consider five critical
dimensions: external engagement, self-reflective skills, ability to build relationships, task
completion, and adaptability to change. The authors argue that as organizations measure
effectiveness, they should consider the strategic adaptability of the leader to ensure
measurements depict the skills and knowledge necessary to achieve long-term, sustainable
success. Together, the studies provide insight into how organizations assess leadership
effectiveness and what key metrics to measure. Deng et al. (2023) highlight the importance of
measuring transformational leadership traits through feedback and engagement surveys when
attempting to drive change. Kozminski et al. (2022) emphasize the skills and knowledge that
should be measured to determine leadership effectiveness truly.

Impact of Effective Leadership
Staff retention remains an ongoing challenge for organizations worldwide. Albeldadi et
al. (2024), Chang et al. (2023), and Sisk et al. (2021) investigate the impact of effective
leadership by examining leadership styles, psychological safety, and development that support a
stable work environment. Albeladi et al. (2024) explore the relationship between leadership and
staff retention by investigating transformational and supportive leadership styles. The authors
reveal that leaders who provide consistent feedback, display empathy, and engage staff in
decisions are more likely to retain staff members. The study highlights that as leaders become
more effective, staff members are more likely to stay with the organization and develop skills
that enable them to perform their jobs more effectively and productively.
Chang et al. (2023) complement the theories of Albeldadi et al. (2024) by exploring the
psychological safety impacts of effective leadership. This study argues that psychological safety
provides employees with a sense of inherent trust and safety, making them more likely to
communicate challenges and fostering a more welcoming and positive work environment. The
authors find that effective leadership is a key driver of open communication, reduces fear, and
provides security and support, thus leading to high levels of retention. The study highlights the
importance of effective leadership in impacting retention and the development of new and
enhanced skillsets among employees, which ultimately benefits the organization.
Sisk et al. (2021) provide further insights into the impact of effective leadership by
exploring the development initiatives that lead to stronger employee retention. Their study
reveals that when leaders receive structured development and training focused on team
development, effective communication, and self-awareness, they achieve high levels of
employee retention. The authors argue that effective leadership can be developed through
rigorous strategies that enhance support structures and leadership visibility. The study
participants reported an increase in retention due to the development of practical leadership
skills and styles, such as transformational leadership. Each of the studies demonstrates the

employee retention.
Conclusion
Effective leadership can provide an organization with a competitive advantage when
properly leveraged. This review analyzed research that provides insight into effective
leadership, how organizations measure it, and the impact of effective leadership on
organizational development and retention. The analysis provided insight to critical components
of effective leadership by highlighting key characteristics and defining effective leadership. The
review transitioned to discuss measuring tools of leadership, including 360 feedback surveys,
satisfaction, and engagement surveys, before concluding by exploring the impact of effective
leadership. Organizations that strive to achieve and measure effective leadership have the
potential to gain long-term sustainability for the organization.
