Definition of Project:
The needs of consumers are under a continuous flux of influence based on the consumer's
perceived needs. As a result, the Housing Development Board (HDB) has been under extreme
levels of scrutiny because of their consumers increasing expectations and scrutiny from the
public (Leading Organizational Change, 2001). Now at a crucial time, Chew Ling Tan has
returned from Columbia to her position within the Estate Administration and Property
Development (EAPD) division. She has returned and is ready to lead them through their change
to reinvent themselves to become a more customer-focused, efficient, and innovative agency
(Leading Organizational Change, 2001). Tan and the EAPD division have been the most affected
by the change as the 700-member staff has had to change many established procedures and
systems to cater and meet the new image they have put forth.
Tan has come back to HDB at a crucial time in the company's new change. The focus is
now on Tan's three key areas: streamlining work processes and systems, achieving customer
service excellence through MAGIC, and engaging interest groups in policy formulation and
programs (Leading Organizational Change, 2001). In addition, the company will need to have
change that has support throughout the organization and from stakeholders. Tan has already seen
