Introduction

Leadership in the world plays an active role in various aspects to direct an organization,

both in decision making and policy. The success of a decision in an organization, both private

and government depends on how the type of leadership is being used by the leader, (Wijaya,

2015). The type of leadership will reflect and lead to where the organization will develop and

how it will survive the rapid changes of the times. A leader generally does not only have one

type of leadership, because if using more than one type of leadership, it will be easier to

develop the organization and the elements that influence it.

According to Erie (2018) visionary leadership, a leader must be able and have the skills

to communicate well and the leader must have a picture of what will be done and how to

achieve his goals. Because a leader who applies a visionary leadership style will think about

future planning and what steps must be taken in realizing the plan. In the United States

government itself, visionary leadership has often been used in the presidential system of

government where presidential candidates already have a vision that is offered when

nominating themselves so that people have an interest in choosing them. This vision will

serve as a reference during the President's term of office as well as in the future will be

prioritized in the form of both short- and long-term development programs. Priority programs

that are the mainstay of solving problems are very important and must be resolved in this

country, so that they can help the community and advance the country in the right direction.

Local governments from provinces, regencies/cities to villages also have their own

visions but with the same goal of improving the standard of living of their people or for the

welfare of the people. The development of a vision with the suitability of the policy direction

taken will have a very significant impact on the development of a region, especially in the

village because it has an area that is relatively easy to manage based on the potential of the

region. The suitability of the vision with the direction of the policy taken will also determine

the direction of the final decision of a policy. In the current era of regional autonomy, a

visionary leadership style can create strengths and opportunities that can be used to generate

development and economic improvement because a leader is given the right to determine the

direction of policy and planning of the area he leads according to his wishes, so that he has

the authority or right to make a policy through Provincial Regulations or Regency / City

Regulations and Village Regulations according to the level of the area he leads as long as it

does not contradict higher-level policies. This regulation is used to regulate the region,

(Alifiyah, 2019).

A leader who implements a visionary leadership style at a certain time will experience

problems in implementing such as changes in planning due to a problem that occurs in the

community, this problem will cause differences in the initial plan, therefore a good leader

will have another plan in the success of the planning that has been carried out. In the

application of visionary leadership will require careful calculation in determining short-term

and long-term planning, planning is a tough challenge because visionary leadership is

required to be able to predict the future that will be offered in the plan. A leader who applies

a visionary leadership style can succeed the institution he leads, because the leader is the

spearhead in determining progress and becomes a person who can make progress through his

policies. Therefore, this visionary leadership can be a lesson for a leader who wants to apply

a leadership style to develop an institution or region that is led if he becomes an executive

official and becomes an example in developing a region that is led to help the welfare of its

people.

Policy in decision making is a fundamental issue, because it is the final decision that

results in policies that must be implemented in an organization and will affect the system and

work results. (Ilham, 2020) In a straight line, the policy will provide encouragement in

development and become the basis that contains planning for a decision and has a range of

results that focus on the policy. The policy direction taken by a leader has a huge influence

on an organization that will become a reference in the work of subordinates (Edi, 2005). In

visionary leadership itself, a leader carries out leadership in accordance with the vision that is

owned as a goal to be achieved while being a leader and will be a benchmark for the success

of being a leader if the goal has been achieved then there is a change or improvement. The

goal is to go in a bigger direction, so that the goal will never stop, because it has a bigger and

more directed future goal.

Vision in visionary leadership must be owned by a leader who has a visionary

leadership style because vision is needed and needed to determine the direction of the

organization's movement in the long and short term. Determination of vision will be the basis

of visionary leadership and become a guide in overcoming and dealing with a problem,

determining the vision has a picture of future achievement. In visionary leadership, it is also

possible to have other leadership styles that can be combined, such as democratic leadership

styles that can help achieve the goal, namely the vision.

The Batu City government has a vision made by the elected Mayor, which is to make

Batu City a National Agritourism City. The vision has been successfully implemented and

developed in a better direction, so that now many tourists from outside the city and outside

the province visit Batu City with the aim of vacation, because Batu City is known as a tourist

city. Now Batu City is further improving its vision, which is to become an international agro-

tourism city so that foreign tourists are interested in traveling to Batu City, so that Batu City

is known by foreign countries as a tourist city and has a good name that is known abroad.

This can indirectly advance the economy and prosperity of its people.

Theoretical Foundation

Leadership

According to Wijaya (2015) Leadership is the behavior of an individual or a person in

leading group activities to achieve common goals. This is because the behavior of the leader

reflects the culture and behavior of the organization, so that leadership becomes the first

thing seen when entering an organization in the context of government. How a leader leads

his subordinates with the leadership characteristics he adopts and applies in the organization,

so that it can advance and prosper its members or subordinates and accelerate growth and

progress towards a better direction. According to Suwanto (2015), leadership is the ability to

influence others to achieve goals with enthusiasm. Leadership is a collection of processes

carried out by a person in regulating and mobilizing subordinates to achieve organizational

goals through the application of predetermined management techniques. Leadership is a

social influence in which the leader seeks voluntary participation from employees to achieve

organizational goals. A leader's leadership also describes the direction and goals to be

achieved, so it can be said that leadership is very influential on the big name of an

organization. A leader must also have a philosophy that becomes a guide in making a policy

or decision that will be taken.

According to Wijono (2018), leadership is the process of motivating others to want to

work in order to achieve predetermined goals. Because the spirit of leadership possessed by

someone will indirectly make that person a leader so that others can follow the desired will

and the words spoken will also motivate subordinates to work well and more actively, so that

the goals of the organization will be achieved slowly and make all subordinates have the urge

to continue to advance the organization. The leader is a figure who is authorized and has a

high position in an organization. Arifin (2012) says that a good leader is a leader who can

apply various types of leadership according to conditions and situations and has all kinds of

characters and traits according to his personality, there are many types of leadership owned

by leaders in organizations or companies.

Visionary Leadership

A visionary leader is a leader who has the spirit and always has the spirit to be oriented

towards the future, what he wants to realize in the future from the reality he faces today. For

visionary leaders, when they see a stone for example, they have a desire to build a large and

magnificent house in their minds. Visionary leaders are important in determining the life and

death of an organization (Marno, 2007). Therefore, a person who applies a visionary

leadership style must be able to read the situation and conditions during planning and the

conditions after that in order to arrange planning properly. Danim and Suparno (2012) argue

that vision is more than just an idea or picture of a better future for an organization. A true

vision is a powerful idea that encourages the start of the future by relying on abilities, skills,

talents, and resources to make it happen. Good leadership is leadership that has a clear vision

and inspires its subordinates to work with strong determination to realize it and will also

encourage enthusiasm for work, so as to improve the results achieved.

Government Policy

According to Ilmar (2020) public policy is defined as an action or an action taken or

not taken by the government in overcoming a problem that is being faced. Because the

government as an institution that makes a policy based on needs or things needed and the

making will involve the community or its elected representatives because making a policy is

a solution to the problems being faced and is the key to getting better. Making a policy that

does not involve the community can be ascertained because of interests, not based on needs.

Such policy-making will become a problem in this government.

Edi Suharto (2005) states that there are four types of policy groups, namely the first

based on implementation, the second scope and coverage, the third based on sustainability,

and the fourth based on targets. First, based on implementation, two parts can be

distinguished, namely the imperative model is a policy of a government and a state that is

centralized, namely all social goals, sources of coverage, types, and amounts of social

services have all been regulated and determined by authorized government agencies. Next,

the indicative (participatory) model is a policy of a government in a country that strives for a

vision and an aspiration of all elements of society. The government often only sets broad

objectives, while the implementation is carried out entirely and entirely by public institutions

or private bodies. The two policy models based on their scope are known as the universal

policy model and the selective policy model. Universal model policy is a state policy that is

intended to regulate and meet the social service needs of citizens in general and as a whole

regardless of age, social status, and gender. Selective model policy is a state policy that is

incomes.

The three policy models based on their sustainability can be divided into residual

model policies and institutionalized policy models. The residual model is a state policy

provided on a temporary basis, and will be discontinued when the institution for which it is

intended is active again. The institutional model is that state policy needs to be determined

policies. Categorical model policy is a policy intended to overcome a problem in society

based on the type and field of the problem. A comprehensive model policy is a policy

intended to deal with several types of communities in a related and integrated manner.

According to Setyawan (2017), the stages in public policy are needed so that the

process carried out can run systematically as planned, simple stages can be interpreted as a

sequence or series that has a starting point and an end point. First, agenda setting is a very

strategic phase and process in realizing public policy, (Anggara, 2018). Elected and

appointed officials place issues on the political agenda. Previously, these issues were

contested first to get on the policy agenda. In the end, some issues are included in the policy

agenda of policymakers. Second, policy formulation is a problem that has entered the policy

agenda and is then discussed by policymakers. These problems are defined and then the best

solution to the problem is sought. The resolution of various problems comes from various

existing policy options and alternatives. Similar to the creation of a problem to enter a policy

agenda, at the policy formulation stage each policy option competes for one of the policies to

be taken in order to solve the problem.

The third is policy making, which is from each of the many options that can be chosen

that are offered by policy makers, in the end one policy is chosen from many policies and the

chosen one will be supported by the majority of the legislature, and will be decided and the

policy will be supervised by the judiciary. The fourth is the implementation of the policy,

which is carried out by institutions and bodies within the government and government

agencies from the lowest to the highest level. The policies that have been set are

implemented by each administrative unit that mobilizes financial and human resources in

each region. At this stage of implementation, the various interests of each person or

organization will compete and the winner is the one who gets the support of the person

implementing the policy or called the implementor. Five policy evaluations at this stage the

policies that have been issued will be evaluated or assessed for feasibility, to find out how the

results of the policies made when implemented in the community and to what extent they can

solve problems. Public policy is basically made to overcome, and minimize a problem and. In

this case, solving problems faced by the community. Therefore, It determines the dimensions

of a criterion that becomes the basis for assessing whether public policy has achieved the

desired impact.

Based on Law No. 6/2014 on Villages, the criteria for Independent Villages can be

assessed from three aspects, namely services, budget use and development. Village authority

is also regulated in Article 18, namely village authority includes authority in the field of

village administration, implementation of village development, village community

development, and village community empowerment based on community initiatives, rights of

origin, and village customs. As well as in Article 26 concerning the Village Head, it states

that the Village Head has a duty which is the authority of the Village Head, namely the

Village Head is tasked with organizing village administration, implementing village

development, fostering village society, and empowering village communities.

Research Methods

In this study, researchers used descriptive qualitative research. descriptive research

manages data or research results so that they can be described properly and to present a

picture of the documentation results as they are (Sugiyono, 2019). The location of the

research is where the research will take place and where researchers collect data. The

research location was carried out in Sidomulyo Village, Batu District, Batu City. The focus

of research is the main purpose of this research, the focus of research can be determined

based on personal experience or through knowledge from studies from books or other sources

(Moleong, 2014).

This research focuses on visionary leadership in determining the direction of

government policy. To determine the sample using purposive sampling method. Purposive

sampling is a data source sampling technique with this particular consideration, for example,

the person who is considered to know best about what is expected, or maybe he is the ruler,

so it will make it easier for researchers to explore the object / social situation to be studied

(Sugiyono, 2015). The main instrument is the researcher himself. Data validity is used

triangulation technique model. The data analysis method refers to data reduction, data

presentation, and conclusion drawing.

Results and Discussion

Village Visioning

Determining the village vision and mission is an important step that must be taken by

the village government and agreed upon by the community. The determination of the village

vision and mission is taken from the vision of the Village Head during the nomination period

and is harmonized with the vision of the Municipal Government. In determining the vision

and mission of the village, the reference is the work plan of the elected Village Head because

he will take the village to develop. The determination of Sidomulyo Village's vision was

carried out after Mr. Suarto took office as the Village Head, a vision he had when running for

his second term. His vision is REAL WORK, NEAT, SAFE, HARMONIC, HONEST, AND

OPTIMIST, where the vision has been harmonized with the vision of Batu City. The

determination of the Village Head's vision to become the vision of Sidomulyo Village also

has a process that is in accordance with the procedure, starting from the first meeting to

determine the village vision which was taken from the vision when the Village Head

nominated himself, after which there was a meeting to adjust the village vision. The

determination of the village vision, which is always sustainable with the regional vision, also

makes it easier for the village to coordinate development priorities every year. Development

that becomes the village's vision to improve the community's standard of living continues to

be a priority. At the village vision meeting, which is attended by all institutions in the village

and deliberated together, the results will be outlined in the Village Medium-Term

Development Plan, which is for six years.

The determination of the Government Work Plan is adjusted to the Village Budget for

that year, in accordance with the vision and mission of the village and the final result is the

determination of superior or priority programs in helping the community. The determination

of the Sidomulyo Village Government Work Plan will be in accordance with the Law on

National Development Planning which is a reference for villages in determining development

and seeing prioritized development. Development planning that is systematic, directed,

integrated, comprehensive, and responsive to change will make Sidomulyo Village a village

that continues to innovate and advance. During the leadership period of the Village Head, the

development of Sidomulyo Village as an independent village has not escaped several aspects

that have been determined by the current Law on Villages. One of the successful

developments carried out by the village is the construction of the Bungan Mall, which is a

special place for selling flowers in Sidomulyo Village.

This is also in accordance with the vision of the Village Head, namely real work where

the Sidomulyo Village Government helps the community to grow the economy through road

construction, and supporting facilities such as the Flower Mall. The construction of this

flower mall is motivated because Sidomulyo Village is a flower village, the reason why it is

called Flower Village is because the majority of the population are flower farmers, therefore

the Village Government has a Flower Mall development program and also as the Village

Head has a visionary leadership style, the construction of this flower mall also has an

influence to advance the village in further introducing the village's priority sector as a tourist

village by having a variety of ornamental plants. The following is a picture of the Flower

The Flower Mall development program is expected to help facilitate the sale of

ornamental plants owned by the Sidomulyo Village community, in addition to the

construction of the Flower Mall also aims to advance village tourism by promote through

mass media about what ornamental plants are typical of Sidomulyo Village. In addition to

promotion, the village government is coaching farmers with training programs that can

increase the knowledge and abilities of flower farmers, in developing businesses to help the

community. The development carried out by the village in seeking to accelerate economic

growth, the Sidomulyo community is the construction of the Flower Mall, the development is

intended to help flower farmers market their agricultural products and as an attraction for

tourists to visit Sidomulyo Village. It can be seen that the determination of the village vision

in Sidomulyo Village is based on many aspects that influence the determinants, one of which

is the careful application of the vision that will determine the success of the village in the

welfare of its people, such as development priorities, and careful planning.

Application of Visionary Leadership

The application of visionary leadership is also a way for a leader to move the

organization and determine the future vision of the village he leads, the Village Head leads

Sidomulyo Village very well, so that it can make the village continue to develop and become

an independent village, this is also inseparable from his vision and mission which is always

held firmly and carried out step by step so that Sidomulyo Village becomes a developed

village and a prosperous community and does not forget the culture that is still preserved.

The application of good visionary leadership in Sidomulyo Village can be seen from

several indicators of visionary leadership, namely first thinking about the future by

implementing a good, transparent infrastructure development and human resource

development planning system in accordance with the aspirations of the community. Second,

creating an advanced and anticipatory culture and behavior by preserving the local wisdom

culture in the village through the preservation of bantengan and Sidomulyo Village cash

flowers. Third, fostering inspiration and enthusiasm to commitment at work, by providing

training for village staff and officials in the service system, as well as training cohesiveness

in village officials through holidays that are carried out on holidays so that they do not

interfere with workdays. The Village Head also plans for the future of the village by

prioritizing overall progress in all aspects, not just in one thing, and determining the vision of

the Village Head should not be different from the vision of the City or Regency that houses

the village. The vision that is being carried out by a higher government than the village will

direct the development goals carried out by the city or regency because the village

government will follow the direction of the city or regency or central government. In

determining the village vision, it must first adjust to the circumstances and conditions of the

village, the environment, climate, and also understand the culture which is very important.

Determining the vision should not contradict these things, because the vision is a picture of

the future. To achieve the village's vision, the Village Head also promotes the evaluation of

the performance of his apparatus and staff on a regular basis, the performance evaluation will

be carried out once every three months to improve the performance of apparatus and staff in

providing services to the community as well as the shortcomings that must be corrected from

each apparatus and staff so that the performance in the following month is more improved.

Judging from the development of Sidomulyo Village from year to year, due to the

implementation of excellent visionary leadership, Sidomulyo Village has become one of the

independent villages in Batu City. The development of development in Sidomulyo Village is

also classified as Sidomulyo Village is ranked fourth in the Village Development Index

(IDM) in 2022, although it has decreased in rank from the previous year, but Sidomulyo

Sidomulyo Village.

The development of a vision that is in accordance with the needs of the community, the

existing potential opportunities of the village, and the presence of a leader with visionary

leadership in a village can produce a mature future plan with the hope of delivering a village

that has a bright future. Such planning is outlined in the Village Medium-Term Government

Plan document and Short-Term Planning in the Village Government Work Plan document,

both of which are agreed upon and determined by all elements of the community through

whether the policy taken will have a good or bad impact on the community and whether the

policy is needed or not. The policy issued is not only something that is needed, but will also

become a village guideline in carrying out the wheels of government in Sidomulyo Village.

In order for the policies taken not to cause a problem, in making a policy it is necessary to

have an in-depth study before it is ratified, this study is intended to determine and assess a

policy that will be taken, because the policies issued will definitely affect many people. The

determination of village policies, whether to be enacted or not, must always go through the

procedures and stages determined by the laws and regulations.

Village deliberations determine every policy in the village, including any changes that

occur in the policies issued by the village. Policy-making in the Sidomulyo Village

Government in recent years since it was led by Mr. Suharto has undergone many significant

changes, especially in infrastructure development, which has always been improved. In order

to accelerate the economic growth of the village community, most of whose livelihoods are

flower farmers, infrastructure is needed, especially road access to the plantation area, which

is always built and repaired every year.

The ratification of regulations carried out by the village in 2021-2022 which have been

signed by the Village Head and have been agreed upon jointly with all elements of the

community, which are made based on the needs that form the basis for the Village

Government in carrying out its duties and functions, for example Village Regulation Number

2 of 2022 concerning the Establishment of Village-Owned Enterprises. In carrying out its

functions and duties, the Village-Owned Enterprise or Bumdes, named Mulyo Joyo, refers to

the Village Regulation to assist the village community and Village Administration in

managing the wealth and natural products in Sidomulyo Village. In addition, the village also

always facilitates the community in assisting the sale and marketing of products, one of

which is by helping to promote community plantation products through social media and

mass media and national TV.

Village Development and Community Engagement

The development carried out by Sidomulyo Village has the aim of advancing the

village as a whole, by involving the community directly, both in the process and execution.

Community involvement in a development planning process is very important, because the

community can submit their aspirations through the Village Consultative Body, RT or RW.

The aspirations will then be accommodated, and will be deliberated before being decided

based on mutual agreement. After the planning process, the development process will enter,

and the community can also help oversee the development process that is being carried out

by the Village Government. During the development process, the community can also report

any problems or irregularities during the development process to the Village Consultative

Body. In this community involvement, the Village Government acts as a forum that protects

the community and as an institution that will provide support and the community is also a

supporter of the village vision.

Community participation in Sidomulyo Village greatly facilitates the Village

Administration in the implementation and establishment of a program, because it will always

get the following input and support from all elements of society. Sidomulyo Village aspires

to continue to be an Independent Village and to continue to be the village with the fourth

highest Village Development Index in United States and the Village Government continues

to improve development every year. The basic criteria for an independent village according

to Law No. 6/2014 on Villages are service, budget utilization, and development. These

criteria are also a reference for the village in implementing the government system that is

applied. The system or method used by the Sidomulyo Village Government to move towards

an independent village continues to develop because the service system is good, the use of

the budget is carried out transparently by involving the community directly and the

participatory development system so that all residents can submit their aspirations directly

and can oversee the government system that is being run by the village.

Construction and Widening of Ganjaran Road

The development carried out by the Sidomulyo Village Government from the planning

system to the work is to implement a participatory development system that involves all

elements of the community in village development, making the community able to identify

the needs that will become the basis for development planning because of that the

development carried out by the Sidomulyo Village Government will be appropriate as seen

from the Village Development Index data which will be the fourth best in United States in

2022. Village development through a participatory planning system will provide a lot of

information for the village in helping to prosper the people of Sidomulyo Village. The

concept of participatory development is that the community is always involved, because

community aspirations are needed in providing input, making development more effective

and right on target because the community is directly involved and the community will

always provide input, this input will make the village more rapidly develop, because the

development carried out by the village is in accordance with the aspirations of the

community. Community aspirations can be conveyed in the Village Deliberation, where the

community conveys their aspirations through the Head of RT or RW or the Head of Hamlet

in each region.

Community involvement in the implementation of development carried out by the

village, such as the construction of public facilities, aims to improve welfare and facilitate the

community in conducting transactions for their plantation products. Community involvement

in the construction of roads and other infrastructure makes it easier for the Village

Government to conduct discussions with the community regarding road widening that will be

carried out by the Village Government, because good communication is also voluntary

donated land that will be used for road widening in an effort to facilitate and smooth the

transportation of sales and purchases to be made. The results of observations in the field from

the research results that the level of community participation in supporting the village's

vision to advance the village through physical and non-physical development is very high,

with this support the village government will carry out effective development because the

community will be very helpful both support in the form of land grants and labor.

In addition, the involvement of the community also provides a boost for the village,

because if the community is willing to be involved in implementing the village vision, it

means that the community's enthusiasm in supporting the village administration is very good

and the community also believes in the village administration led by Mr. Suharto. This

community trust can be seen from the enthusiasm of the community who attend village

meetings and meetings organized by the village in every activity that will be related to the

community. Village meetings are very important for coordinating with all parties, institutions

in the village and the heads of RT or RW are always involved in all activities that will be

carried out by the village. The important role of direct community involvement in the

development carried out by the village government helps to succeed the village vision that

has been planned and agreed upon. In addition, to advance the village, the community must

also always work together and work together in the implementation of development in the

village, such as the construction of roads, drainage, and the construction of places of worship.

Community Empowerment
