EFFECTIVENESS OF UNITED NATIONS PEACEKEEPING MISSIONS IN
MAINTAINING GLOBAL PEACE AND SECURITY
1. Historical Background
I. Formation of Peacekeeping Forces
The early attempts of the United Nations peacekeeping force mainly sought to observe cessation
of hostilities and to maintain peace. This started with the formation of the United Nations Truce
Supervision Organization (UNTSO) in 1948 with more of the responsibility of supervising cease
fire between Israel and its neighbors (United Nations, 2023). This mission thus signified the
beginning of the U.N‟s performance of its supreme responsibility of preserving international
peace and also order. Some of the early missions of the United Nations were the peacekeeping
missions with the early missions being small-scale with strict rules and regulations regarding
their roles, and more to the point; the peacekeeping forces were more restrained in the sense that
they did not carry any arms at all or those that they carried were minimal, hence making them
impartial. Such missions attained success in the sense that they introduced a measure of stability
in volatile regions and mitigated the possibility of actions that would lead to the continued
warfare; at the same time they provided a structure preparatory to formal diplomacy (United
Nations, 2023). However that also has its drawbacks, and also the scope of these missions also
defines their weaknesses. It was common for the peacekeepers to be stationed in tense areas with
little or no resources to address the emergencies as pointed out by Gonzato in 2024. Yet, yes,
primarily due to these difficulties, the early stage of U. N. peacekeeping effectively set the basis
for further actions of the organization. It therefore defined key standards that needed to be met
and also brought out the need for better operative structures; it thus contributed to the
enhancement of much stronger operational solutions. It was over the time that conflicts escalated
in nature and this made the U. N request the peacekeeping missions to evolve. This thereby led
to the creation of complex missions that aimed at not only sustaining ceasefires but also at
solving conflicts‟ underlying causes; supporting political processes, safeguarding the population,
helping in the processes of disarmament, demobilization, as well as reintegration. The other
development in the peace keeping by the UN has also been characterized by more proactive and
preventive measures. Present day missions are built with enhanced resources, charters permitting
the reasonable use of force in one‟s self-defense and for the protection and civilians and balanced
strategies that pursue the blending of military, police, and civil society components. Such an
approach has been thus useful in allowing the U.N peacekeeping missions to be more helpful in
the promotion of lasting peace as well as stability though there has been a number of criticisms
and problems as well. Altogether, one can state that the early years of activity of the UN
provided the basis for the subsequent peacekeeping practice in the modern world.
II. Early Missions and Their Impact
Tasks of the U. N. peacekeeping missions have expanded in various ways since their
establishment; from the traditional to the contemporary complex and diverse. In the beginning,
general mandates that surrounded peacekeeping mainly entailed supervision of ceasefires and the
formation of boundaries between the conflicting factions (Department of Peace Operations,
2023). But, over time, the intensity of these conflicts increased, the nature of war also evolves
and there was a dire need to incorporate all these mandates to other aspects of peace and security.
The introduction of multidimensional mandates enabled the peacekeepers to disarm, demobilize
and reintegrate former combatants besides accepting political roles and supporting
humanitarianism (Guterres, 2023). This was brought about by the realization that permanent
peace is not just about the lack of conflict but it also entails reconstructing of societies and some
institutions. Thus, elements of state building, effective governance and development measures
were introduced in the peace keeping missions in order to provide an environment that would
support sustainable peace. These new and broader roles allowed the U. N. peacekeepers to go to
the heart of the matter as well as provide general peace making and peace building. It means
therefore that, for instance, focusing on the problems like; poverty, inequality, and also political
instability, which are the causes of conflict, PKM could furthermore offer more sustainable
outcomes. It thus noticed that these missions involved the military, police, and civilian elements
for managing peace and also security and stressed interactions among them as a critical factor.
Nevertheless, it should have been noted that the complexity of such type of mandates that are
multidimensional in nature has also brought some issues. The following have developed into
rather critical concerns: where to source funds for the increased range of missions that
organizations‟ undertake and the auxiliary supports and manpower that they call for. Also, these
missions may face a problem of coherence of the mixture of many tasks and goals and possible
differences in priorities between the senders and recipients (International Peace Institute, 2023).
With these challenges, however, the expansion of the U. N peacekeeping mandates is hence a
major new advancement in the global fight against insecurity. It makes it important to
demonstrate how in the contemporary interstate relations, it is possible to find effective measures
to counteract unfavorable tendencies of the further evolvement of global conflicts; it also
emphasizes the continued relevance of the UN‟s work concerning the multifaceted topic of
modern warfare and peacekeeping.
III. Evolution of Objectives
Many important events, called milestones and missions, are the significant moments in the
development of the U. N. peacekeeping during the past decades. A vivid example of the
efficiency of its operation is the United Nations Transition Assistance Group (UNTAG) in
Namibia where the success rate of the group was high and Namibia got independence in 1990
(United Nations, 2023). This mission is acclaimed as one of the best accomplished and
encompasses most of the strategic intentions that can be set for any peace operation; to support
political transition, and thereby foster democratic institution-building as the United Nations‟
Page 3 of 24
chief operational paradigm. The UN peacekeeping was again put into action during the Rwandan
genocide in 1994 through United Nations Assistance Mission for Rwanda - UNAMIR (Guterres,
2023). However, one has to note that the tragedy of UNAMIR pointed to the paramount
importance of early and also vigorous intervention in the process of mass killings. The failure to
stop the genocide highlighted the shortcomings of UN peacekeeping in the 90s especially on
matters to do with the role and capacity required to shield the populace during the worst of
conditions. This has been a crusade for constant changes in the existing vision that enhances the
efficiency and operations of the U. N peacekeeping. Another example of the United Nations
peacekeeping force also worth mentioning is thus the United Nations Mission in Liberia
(UNMIL) that has served to consolidate Liberia after a long-worn civil war. Key
accomplishments in various major areas that others will take several years to achieve were
attained with the assistance of UNMIL; disarmament of combatants, the provision of support
towards the formation of a new government, and post-war rebuilding of Liberia‟s frail
institutional structures (Gonzato, 2024). Of course, this mission has been successful in the way
of establishing that UN can assist the states that experienced war in the process of establishing
peace and stability. These missions among others have informed the history of the U. N.
peacekeeping operations, their success and failures, therefore the relevance of international
interventions. They have hence led to the strengthening of the practices by missions and also
proactivity, which have placed a focus on the cure rather than the symptoms of the conflict, as
well as broader peace operations. Though the problems like the distribution of resources and
mission identity have been felt even today, the resultant knowledge from these key checkpoints
goes into evolving and fine-tuning the basic and advanced models of the UN peacekeeping
operations. Analyzing the evolution of U. N. peacekeeping, one can describe it as a constant
endeavor to reconcile the urgent requirement of security with the idea of preventive approach
and long-term sustainable development.
IV. Major Historical Events
There are various challenges that plagued early operations of the U. N in peace-keeping and
these gave a positive impact to the present day strategies. Some of the problems that were
pointed out include: inadequate defined tasks and limited assets, whereby the peacekeepers were
at times not well prepared to manage worsening conflict situations (Department of Peace
Operations, 2023). Because of the neutrality concept that is believed to provide the means of
influence with the conflicting parties, the power to carry out relevant operations was sometimes
restricted as peacekeepers could not act as attackers to the aggressors. This limitation was well
illustrated in missions such as the United Nations Assistance Mission for Rwanda (UNAMIR)
where both the directive mandate and a late response contributed to the mission‟s inability to
prevent genocide (Guterres, 2023). The forms and peculiarities of international relations in the
system of the UN also influenced deployment and functioning of the peacekeeping missions as
well as the internal political processes within the UN Security Council. Heavily involved major
powers used their status to determine mandates and operational directives sometimes coming up
with compromises that undermined the missions (International Peace Institute, 2023). Such
Page 4 of 24
political interference may lead to receiving of national mandated which were either unclear or
heavily constrained; hence, the peacekeepers could not respond appropriately to situations on the
ground. Such early trials pointed to the need to provide match large and understandable
guidelines going back to the first challenges and difficulties: The issues reflected in the missions
such as UNAMIR thus underscore the need for a prompt and also precise reaction, sufficient
resources, the willingness as well as capacity to safeguard the population in conflict-prone states.
The failures of these missions therefore contributed to major changes to the policy of the U. N on
peace keeping. From these and similar experiences, the UN has gone head in an effort to clear up
mandates, mobilize resources appropriately and come up with integrated strategies that meet the
contemporary and hybrid conflicts. Contemporary missions increasingly frequently are
authorized to carry out multifunctional activities that involve both military and civilian
components, including techniques of DDR, support of political processes, and humanitarian
actions (Gonzato, 2024). Efforts have thus been made on the need to train and also equip the
peacekeepers to enable them handle the difficulties that awaits them on the ground. This
accounts for the fact that the evolution of the U. N. peacekeeping has been characterized by
attempts to fix past mistakes and to organize it in a new way due to transformations in conflicts.
In this manner, the U. N. endeavor‟s to fortify the organization‟s operations from the prevalent,
well-known shortcomings of early operations to measure up to the challenges in sustaining peace
and security in an ever-evolving global stage.
2. Mandate and Objectives
I. Core Principles
The primary concepts of consent of the parties, neutrality, and the rule of no enforcement, but
only use of force in self-defense and protection of the mandate serve as a legal and operational
foundation for such operations. These principles are vital in establishing and preserving the
authority of the United Nations‟ operations while providing the peacekeepers with the ability to
work in war zones (United Nations, 2023). The consent of the parties in conflict is paramount
because it provides the peacekeepers access and a chance to work under the authority of the host
country‟s government, and cooperation from factions. This principle makes it possible those
missions of state keeping to be done without encroaching the sovereignty of a state and most
importantly supported by the people with reference to the mission at hand and the time required
in the maintenance of peace. Neutrality means that the peace keeping mission does not take sides
as this builds confidence in the mission (Department of Peace Operations, 2023). Such a move
thus keeps the peacekeepers from favoring any party and hence can encourage dialogue as well
as negotiations for the conflicts to be resolved without violence. In the light of the following
points, impartiality reduces a tendency to accuse the U. N of bias and thus preserves the authority
of the organization in the sight of the involved and the global community. Yet, it is not always
without drawbacks: these principles can impose certain difficulties, for example when working
with non-state entities or when the host country‟s support is doubtful. The IOs, as non-state
Page 5 of 24
actors, may not necessarily acknowledge the authoritative status of the UN‟s peacekeepers, or
may even openly resist their presence, which in turn hampers the provision of public security.
Besides, the host government cooperation may not always be available, which affects the
accomplishment of peacekeeping missions. The non-usage of force, though it is comprehended
with intentions to preserve the peacekeeping character of such missions, hampers the ability of
the peace keepers to counter aggression at times. This principle calls for force to be used only in
cases of self-defense and in defense of the mandate; this poses a limitation especially in
situations that require more force to protect lives and property. Achieving the balance between
these principles and most of the realities in practice is not a simple process that can easily be
accomplished.
II. Legal Basis
The legal ground for the U. N. peacekeeping operations mainly rely on the United Nations
Charter with the basics under chapter VI that deals with the peaceful settlement of the dispute
and chapter VII that deals with the action that relates to threats to the peace or breaches of the
peace and aggression. Chapter VI objectives usually relate to the assignment of the pure observe
and monitoring of ceasefire agreements, while Chapter VII aims at empowered objectives
allowing the use of force to restore international peace and security (Guterres, 2023). It is
important to sharpen the demarcation line between these chapters, this because the scope and
mandate of peace keeping missions basically depends on these chapters. Chapter VI missions
tend to be voluntary, which means that they do not use force and are in periods with the consent
of the parties involved in the conflict and stress neutrality. These missions are thus oriented at
providing necessary circumstances for maintaining peace with the help of observation, reporting,
and also such activities as confidence-building. Chapter VII, on the other hand, requires consent
enables peacekeepers to resort to the use of force other than in self-defense; it allows a force to
carry out all measures necessary to fulfill its mandate for the maintenance of international peace
and security. It also entails operations in post conflict situations where there is need to monitor
and support peace accords or where people are in danger. New types of conflicts have made the
employment of Chapter VII measures more useful in order to ensure security as the
peacekeeping missions can now respond to the contemporary security threats in a more efficient
manner (International Peace Institute, 2023). The legal basis of each mission is set by the
Security Council which adopts the resolutions containing the mandate and the authority of
peacekeepers. These resolutions thus establish the mandate, its goals and also protocol on how
the missions will be carried out, so as to observe the principals of humanitarian law.
Nevertheless, the use of Chapter VII mandate also needs a legal and hence ethical scrutiny of
force in peacekeeping missions. Depending on the situation, the influence can be either positive
or negative, so there should be a fair approach; also, the legitimacy and objectivity of missions
are vital. Much like the description of humanitarian military intervention, peacekeepers face the
dilemma of the implementation of peace and the non-combatant immunity principle, and what
that means for the protection of civilians (Department of Peace Operations, 2023).
III. Mission Goals
The aims of the UN peacekeeping mission have evolved a lot over the years as the complexity of
the world conflicts and the perception of the concept of peace and security has improved.
Traditional peacekeeping missions thus involved monitoring ceasefires and also providing
protection to the separated factions, but today‟s operations comprise numerous functions aiding
all-round peace initiatives. These include the protection of civil populations, aid delivery, DDR,
and the promotion of political dialogs, institution building, and the reinforcement of the rule of
law (United Nations, 2023). Ensuring the safety of noncombatants is now the major concern in
most of the operations, which deals with the primary danger in conflict regions. Such protection
entails individuals who are easily victimized such as women and children from any form of
violence. Coordinating humanitarian aid minor- helps individuals receive the help they need, and
is instrumental in the process of easing the pains of the less fortunate as wells as bringing
stability to troubled regions. It is imperative to support the DDR programs as this way the cycle
of violence can be ended through the successful rehabilitation of the former combative members.
These programs also embrace vocational training, education and other assistance that lack
aggression hence making the period former combatants to be fit for civilian life hence avoiding
another round of fighting. Peacekeeping missions moreover have the important function of
helping to construct the political framework together with the political systems, the rule of law,
which are the basis for stability and therefore the management of societies. These missions‟
effectiveness is determined by the objectives‟ definition and achievability, primarily due to the
general and particular nature of the conflicts they intend to solve (Gonzato, 2024). For example,
UNMISS has mainly concentrated on the protection of civilians and the support to the peace deal
while MINUSMA has centered on stabilization and the political process support (Department of
Peace Operations, 2023). These objectives thereby pose cohesive but complex challenges, which
therefore calls for elasticity as well as resourceful mandates that; acknowledge the group‟s
inherent versatility. Missions need to have the ability to cope with changes to the immediate
environment and access the required resources and capacities the missions must be able to
address the problems that they encounter. This goes further to demonstrate that as dynamics of
conflict change, the U. N. peace keeping mission require equal diversity in order to enhance the
objectives of the United Nations peace and security (Guterres, 2023).
IV. Approval Process
The steps involved in the approval of U. N. peacekeeping missions include; identification of
conflict, which needs the UN intervention. The U. N. Secretary-General makes a report on the
current situation and gives a set of suggestions to the Security Council; the Security Council
deliberates and decides if it is possible to set up a peacekeeping force (United Nations, 2023).
The specific charter that governs a mission is a resolution from the Security Council that states
the mandate, objectives and operational directions for its peacekeepers (International Peace
Institute, 2023). This process depends on the political factors, as well as on the general approval
among the members of the Security Council, which are particularly the permanent members of
Page 7 of 24
the latter (Gonzato, 2024). The permanent members of the UN of course, include China, France,
Russia, the United Kingdom, and the United States; these five countries also hold veto power;
they can thus prevent the creation of a mission whenever it cuts into the interests or games
foreign policy of a country. This dynamic sometimes results in lengthy bargaining and
accommodations that impact the preciseness and fortitude of the mission‟s charge. After a
mission is launched, it is facilitated by the Department of Peace Operations through troop and
resource contribution and in cooperation with contributing countries for the goal‟s achievement
(Department of Peace Operations, 2023). This is thus regarding to the employment of military,
police, civilian manpower and also other-support or financial facilitating. The contributing
countries must be ready to commit their forces and resources which can at times be a demanding
task due to the disparities among the member countries. The unpredictability of this process
always influences either the timely or the sufficient peacekeeping response. Politics, bureaucracy
and outbreaks of diseases may slow the decision-making process or hinder the logistical means
of dispatching peace-keepers hence compromising on their efficiency in the timely stabilizing of
conflict situations. This explains why there is a need to adopt effective and efficient ways of
approval to help increase the capability and speed of U. N. peace keeping missions (Guterres,
2023). The measures aimed at enhancing the process are soaring decision making frameworks,
extra funding and U. N. coordination and its member states. These challenges are expected to be
solved by the U. N. to make sure that such missions can be launched faster and with more
efficiently formulated goals in order to enhance the missions‟ effectiveness in maintaining
international peace and security.
3. Operational Challenges
I. Resource Constraints
Resource constraints‟ is one of the perennial factors that affect the U. N. peacekeeping missions
with negative effects on missions‟ functionality. Due to financial constraints, missions are bound
to have poor funding when it comes to purchasing crucial equipment and hiring qualified human
resource (United Nations, 2023). The countries in the best position that receive funds to
contribute may be under pressure domestically to spend the money in other ways: hence, and
unfortunately, they are heavily reliant on voluntary contributions, and donations can be erratic
and often insufficient. This financial insecurity greatly impacts the practical feasibility and
viability of missions, especially in long-term wars that require long-term commitment
(International Peace Institute, 2023). However, many of these peacekeeping assignments take
place in areas characterized by weak infrastructure and logistical support which puts more stress
to the available assets (Guterres, 2023). This is thus made worse by threats relating to; transport,
communication, and also supply issues that affect the efficiency of the mission as well as
organizational readiness. It is, therefore, important that both bi and multi-annually funding
modalities are fully developed and predictable so that they can support the implementation of
mandates while not being accompanied by the dilution of quality or efficiency in peacekeeping
Page 8 of 24
operations (Department of Peace Operations, 2023). Sustainable funding ensures timely
acquisition of required assets, the provision of well-trained human resource and sustaining of
operations in intervals that may not allow routine restocking. Lack of resources is therefore
another implication of peacekeeping; it thus requires support from other international
organizations and also cooperation between member-states to fill the deficiencies. Joint ventures
therefore promote resource sharing, fusion of ideas or expertise, the development of projects that
enhance the organizations‟ operational preparedness and hence stability. Resources thereby
represent still a global challenge; however, early actions like stabilizing funding sources and also
reliable collaborations can hence decrease such complications. Due to the efficient management
resources, promotion of sustainable resource management and development, and cooperation at
the international level, the United Nations can improve the efficiency and effectiveness of the
peacekeeping operations in maintaining international peace and security.
II. Deployment and Logistics
Supporting role and force structure that is utilized during the provision of the U. N. peacekeeping
missions are thus essential aspects that define operation. Strategies for efficient deployment
therefore entail the quick and also speedy access of soldiers, machinery as well as provisions to
the areas of insurgency. This implies a strong synergism between the United Nations and
contributing countries, as well as the application of installations of expert logistics in the
challenge of moving people and supplies in frequently, sometimes, unfavorable geographical
conditions (United Nations, 2023). Practical obstacles are closely related to weather,
communication, and supply constraints with regard to building secure facilities and providing for
the well-being and safety of the peacekeepers themselves (Guterres, 2023). Securing instances
thus include; identifying proper locations, building the required structures and also ensuring
security for the individuals as well as assets. Logistics thereby entails the proper functioning of
supply chains, which involves; daily supply of food, water, medicine and also other necessities.
Human concern includes the quality of life factors for peacekeepers which include shelter,
healthcare, and support services that are relevant in boosting morale among the teams and
ensuring that the teams are fully prepared for duty. Logistics therefore play a crucial role of
supporting long-term missions as well as getting response capability for threats as they emerge.
A combination of modern technology integration and newly developed working approaches in
LMCCs has strengthened the logistical strengths and boosted the state of preparedness in dealing
with resources (International Peace Institute, 2023).Satellite communications, GPS, and superior
SCMS have enhanced the synchronism and monitoring of the supply resources. First, the use of
technology such as drone surveillance and delivery of supplies and equipment as well as the
flexibility and mobility of the structures and formations being built in the peacekeeping
operations have been enhanced. Nonetheless, there are areas of operational challenges that may
inclusive of arising issues that affect the logistics of peacekeeping missions that may act as
binders to their effectiveness and success they may include; delay approach to the physical
deployment of the force and infrastructure among others (Department of Peace Operations,
2023).Disparities include the bureaucracy, which slows down the force‟s deployment,
Page 9 of 24
transportation hitches, and inadequate pre-positioning assets. Host countries provide substandard
living and working conditions like roads, and airport amenities also present challenges to the
childcare logistical processes. To overcome such issues, the U. N has been thereby studying the
improvement of logistical architectures by; stressing on better pre-deployment planning, more
financing for facilities advancement, more collaboration with member countries and also private
entities in logistics.
III. Coordination Issues
One major problem of multilateral organizations, especially the United Nations has been
therefore the lack of co-ordination between the different UN actors. It is thus important to ensure
that mandates are coordinated so that there can be a smooth implementation of tasks and hence
there is no conflict of operations. Due to the combination of military, police as well as civilian
components of different countries in the implementation of the mission, some challenges in
command and control structures are realized (United Nations, 2023). Lack of compatible training
methods, use of different communication language/techniques/practices and variability in
organization working procedures may hamper coordination and understanding among the
different peace keeping forces. These challenges are aggravated by several actors that include
many U. N. agencies, NGOs and host governments hence the need for a coordinated strategy so
as to avoid duplication while seizing any synergy opportunities (International Peace Institute,
2023). The joint operations centers and the integrated mission planning teams have somewhat
enhanced integration. These mechanisms therefore help, in the provision of information, decision
making, and also coordination of activities by the various segments of the mission. However,
there are issues, especially when operating in the situation where speed is of the essence in
modifying strategy to reflect emergent threats and humanitarian realities on the ground
(Department of Peace Operations, 2023). In this respect, improvement of the existing
coordinating tools remains the primary approach to share the burden of all these problems as
well as to increase interoperability through cooperation in trainings. The integration of diverse
stakeholders into a single goal furthermore helps to enhance their coordination and also
cooperation through; joint training that thereby enhances their understanding of the mission‟s
goals as well as operational procedures. Also, professional relationships among; the military, the
police, civilian employees and other end-users improves total organizational performance (UN,
2023). There is thus a need to improve cooperation with all stakeholders to ensure that the
number of co-located organizations is manageable, avoid duplication of tasks on the effective use
of available resources for the achievement of peacekeeping missions and also goals. A proper
coordination of activities to overcome the identified coordination challenges contribute to
effective and efficient delivery of mandates of UN peace keeping missions which entail among
others provision of peace, protection of civilians and effective support to development of lasting
solutions to conflicts across the globe.
IV. Cultural Sensitivity
Cultural responsiveness is thus an important component of the United Nations peacekeeping
missions by determining the effectiveness and also recognition of missions among the hosting
communities. A common place for Interventionists are sites that are culturally complex and the
ability to recognize local practices, mores, and relations becomes very important in controlling
the population and ensuring that they can agree to adhere to international norms (United Nations,
2023). Lack of understanding and or disregard to common culture, values and practices can
cause hatred, animosity and even hostility among the local people and thus harming the
achievement of the mission and objectives (International Peace Institute, 2023). Thus, it is
logical to claim that cultural competence is the key to implementing effective educational
programs aimed at enhancing the performance of peacekeeping forces and preparing them for the
social challenges they encounter. Such programs enable personnel to gain the necessary
knowledge and professional competencies providing for mutual and polite regards with
representatives of the community. Stressing cultural considerations reduces the likelihood of
mishaps that stem from ignorance of the recipient‟s culture and facilitates exploration of trust-
building communication with the targeted culture. In addition, it is applied that local knowledge
and knowledge of leaders as stakeholders can improve the legitimacy of peacekeeping (Guterres,
2023). Community chiefs as well as other local authorities usually have a wealth of knowledge
regarding the; social relations, sources of conflict, and also possible ways out. Interaction with
them therefore creates relations that are critical so that effective solutions can hence be arrived at
that will create sustainable peace and order. The observation of different cultural diversity within
the contingents also has the added advantage in as much as it enhances mutual understanding and
respect. Having an ethnically diverse force increases rapport between peacekeepers and the
civilians whose assistance they provide, thus making it easier to implement the force‟s objectives
(Department of Peace Operations, 2023). Cultural diplomacy thus benefits organizational
performance when it is given priority and helps support the long-term stability of peace and
security in conflict-ridden areas (United Nations, 2023). Hence, observing and recognizing
cultures of various societies ensures the peacekeeping mission achieves the goals of the mission
by improving relations with the society.
4. Success Stories
I. Cyprus
The UN force in Cyprus that was set up in 1964 thus remains one of the oldest and most
important peace-keeping operations. Originally, UNFICYP was deployed to avoid more fighting
between the Greek Cypriot and Turkish Cypriot populations; however, its objective has remained
to enforce a stable order in Cyprus (United Nations, 2023). In UNFICYP‟s long standing history,
it has thus served as a key emblem in maintaining and also establishing a buffer zone, mediating
peace talks, as well as providing humanitarian assistance. Although some of the hardships have
persisted to the present including political stalemate and occasional incidents of fighting the
Page 11 of 24
mission has successfully averted major hostilities and has played a key role in the peace building
process (Gonzato, 2024). The permanency of the UNFICYP has created a long term security
assurance for both sides to maintain talks and engagement hence promoting inter Cypriot
Reconciliation Confidence Building Measures. The case of UNFICYP therefore provides a
rationale of the continued requirement for the global community‟s involvement in track II
conflict resolution endeavors. UNFICYP therefore made contribution by ensuring that there was
political openness and an atmosphere that favored the much needed reconciliation. It upholds the
continual utility of peacekeeping operations in preventing conflict and fostering harmony
(International Peace Institute, 2023). The United Nations Peacekeeping Force in Cyprus is
therefore a perfect example of peacekeeping force in the contemporary world that continues to a
play significant role in promoting the culture of peace. Thus, through avoidance of exacerbation
of conflict and creation of conditions conducive to negotiations, UNFICYP has shown that
peacekeeping can be instrumental in contributing to a political settlement, which is at the core of
the mandate of UN as an organization maintaining international peace and security.
II. Namibia
UNTAG of 1989-1990 in Namibia, is a most successful case of multidimensional peace-keeping.
Addressed with coordinating all facets of Namibia‟s transition to independence and supervising
the organization of free and fair elections, UNTAG provided a formidable mandate, which
consisted of politically sensitive components such as disarmament demobilization and
reintegration (DDR) in addition to undertaking electoral monitoring and offering technical
support (United Nations, 2023). The works carried out by UNTAG had major accomplishments
in the ways that it coordinated with other actors at a local and international level, logistics, and
the goals and objectives well defined. They were crucial in attaining those objectives,
stabilization and transitioning Namibia to independence without chicks efficiently (Department
of Peace Operations, 2023). Due to proper coordination and cooperation UNTAG managed itself
well in the complicated political structures in the target countries and gained necessary support
and compliance from multiple stakeholders (Guterres, 2023). Namibia revealed that formerly
warring factions could indeed be reunion under the aegis of the UN; more importantly it revealed
the possibilities of a U. N. peace-keeping mission in providing the political framework for
peaceful transitions for the franchise of democracy. Consequently, this strategy has been used as
a benchmark for post-UNTAG peacekeeping operations, especially in regard to the realization of
broad mandates and the necessity of integration (International Peace Institute, 2023). It thus
remains a reference point today and also it is hence hoped that many more interventions will be
as effective in supporting the restoration of peace as this one proved to be. Thus, it can be stated
that UNTAG in Namibia‟s experience showed that not only one-dimensional interventions are
needed, but also multidimensional peacekeeping operations are important to promote
democratization processes and help post-conflict societies. It is therefore an example of the
ability of international relationships and also continuous interaction in influencing conflicts‟ as
well as building long-lasting peace.
III. Cambodia
The United Nations Transitional Authority in Cambodia (UNTAC) was functional from 1992 to
1993 which can be considered one of the significant chronological periods in the Cambodian
history after the period of civil war and political crises. The principle goal of UNTAC was
comprehensive and very much general, consisting of such key tasks as disarmament, establishing
ceasefire control, supervising the returns of refugees, and conducting the free elections (United
Nations, 2023). Such a policy-oriented approach corresponded with the overall mission‟s
multifaceted objectives which also included security threat resolution and the identification of
political and social issues in Cambodia. UNTAC also managed to effectively oversea disarming
of different factions besides helping over 360000 refugees who had been displaced to reestablish
themselves in their homes (Gonzato 2024). Most notably, UNTAC provided and supervised the
nation‟s first democratic elections in 1993 that was universally followed to be free and fair,
which is considered a historic moment in the history of Cambodia (International Peace Institute,
2023). Although there were certain scenario, asses, and criticisms on UNTAC‟s accomplishment,
its success in achieving the mission of establishing the stable climate for Cambodia and
providing the political foundation for the democratization was significant. The mission proved
that multifaceted peacekeeping endeavors are relevant for managing post war conditions and the
process of state rebuilding (Department of Peace Operations, 2023). It may thus be stated that
UNTAC was effective in fulfilling its mission since it focused on the Cambodian society‟s
diverse elements and also worked with all interested parties, using an approach that combined
security, humanism, as well as governance reconstruction. The work of UNTAC has therefore
explained the role of peace support operations and also coordination, stressing on broad
mandates, coordinated international response towards peoples‟ protection as well as the
enhancement of democratic institutions in societies in transition. It is a result which serves as a
testimony for the relevance of the U. N. peacekeeping mission in promoting change from war to
peace and from violence to development.
IV. Liberia
The United Nations Mission in Liberia (UNMIL), which begun in 2003, can be looked at as one
of the success stories of the UN peacekeeping missions, in as much as the country is on the
recovery process from years of destructive civil nerve-wracking war. As an organization
mandated to monitor the implementation of a ceasefire, to provide protection to the civil
population, and to coordinate the delivery of humanitarian aid, UNMIL‟s mandate involved such
strategic operations as disarmament, demobilization and reintegration (DDR) of the combatants
(United Nations, n. d. ). Without doubt, UNMIL played an important role in containing the crisis
in Liberia, bringing back security, and assisting the transitional government in organizing and
holding free and fair elections as opined by Guterres, 2023. Due to the mission‟s multifaceted
interventions, over 100 thousand combatants were disarmed and returned to civilian life without
the possibility of repeating violent actions (International Peace Institute, 2023). In addition, as
the most important political entity established by UNMIL, UNMIL‟s role also involved the
Page 13 of 24
consolidation of key political institutions together with encouraging the protection of human
rights and advocating for the rule of law in Liberia. Thus the mission promoted the conditions for
sustainable peace and also development, which built the basis for the state‟s rehabilitation and
hence further advancement (Department of Peace Operations, 2023). The case of UNMIL in
Liberia can therefore be viewed as revealing the necessity of multifaceted and long-term
approaches to peacekeeping in countries in the process of state formation. It emphasizes the
capacity of U. N. missions to play a crucial role in the prevention of future conflicts by dealing
with the sources of instabilities and in building up the institutional framework (United Nations,
2023). Altogether the outcomes of the UNMIL mission in Liberia reveal how, as well as when
international peace keeping is done properly, it can hence produce significant change. Including
complex tasks and fostering unity and improvement, UNMIL stands for the relevance of working
jointly to introduce security, cooperation, as well as improvement throughout the areas
influenced by clashes.
5. Criticisms and Failures
I. Rwanda
The UNAMIR in Rwanda that was created in 1993 is a painful example of shortcoming and
inefficiency of the UN peacekeeping forces in front of severe humanitarian crises. Assigned in
specific of supervising a delicate cease-fire between the Rwandan government and Rwandan
Patriotic Front (RPF), UNAMIR suffers numerous dilemmas owing to its weak equipped and
limited brief (Guterres, 2023). In Rwandan genocide of 1994, despite early signals received by
the international community on forthcoming genocide, the response given by the international
community was very lethargic and inconsequential. Thus, primarily due to a lack of resources
and the inability to adapt to the role of an active participant, UNAMIR was unable to intervene;
in total, close to 800,000 people died within 100 days (International Peace Institute, 2023). This
failure thus exposed some of the major problems of the U. N.‟s decision making such as the
absence of political will among the Security Council and inadequate backing for peace-keeping
missions. The events after UNAMIR thereby led to criticism and also called for change in the
United Nations organization. There were theories like the responsibility to protect (R2P) as a
theory that stated that there ought to be intervention mechanisms and processes in place that can
be activated in a timely manner, so as to ensure that there cannot be repeat of such genocides
(United Nations, 2023). Echoes of the events in Rwanda have been affecting the peacekeeping
policies even now, with much focus on the prompt and vigorous actions for the protection of the
endangered population (Department of Peace Operations, 2023). Finally it could be argued that
many lessons could thus be learnt from the unfortunate experience of UNAMIR with a view of
reforming the international peace-keeping mechanisms. It draws much needed attention to
providing missions with the necessary support and authority and to clarifying roles along with
indicating political will to truly tackle multifaceted humanitarian crises and stop mass killings.
The end of the Rwanda saga symbolizes a firm resolution and focus towards making sure that
Page 14 of 24
such a failure was not to recur, the formation of a proactive and responsive culture towards world
peace and security issues.
II. Bosnia
The ONEP in Bosnia and Herzegovina from 1992-1995 functioned with many difficulties and is
often labeled as a contentious or even only periodically successful effort. Originally used to
deliver humanitarian aid and create a safe area for civilians in the Bosnia War, UNPROFOR
faced underfunded, unclear directives as well as complex politics hindering its performance
(Gonzato, 2024). More than the said continent lost its ability to save the lives of more than 8,000
Bosnian Muslim men and boys in what later became known as the Srebrenica massacre of 1995
that happened in the United Nations-designated safe zone (International Peace Institute, 2023).
This disparaged event exposed some of the drawbacks of the UN‟s peacekeeping policy and
strategy, first of which is neutrality, second, peacekeeping without enforcement powers. The
inability to safeguard civilians in Srebrenica thus generated substantial criticism of UNPROFOR
and also consequential changes in the U.N‟s peacekeeping venture, such as; granting forceful
directives and also commanding better coordination structures in subsequent operations. That
said, the peacekeeping experience in Bosnia has thereby brought the need to address the
following key factors: Clear mandate, sufficient resources, and also strong political backing for
the peacekeeping mission (United Nations, 2023). It thus brings back the spirit, which defines
the challenges and also ethical responsibility of the UN peacekeepers in the areas of conflict, the
progressive change as well as improvement of strategies in order to save the innocent civilians
from the brutality of the world. Analyzing the cases of UNPROFOR, it can thus be stated that it
has therefore made a profound impact on the further development of theoretical and also
practical models used in the process of peacekeeping in Bosnia as well as Herzegovina. They
have thereby provoked discussions concerning the practical impossibilities and also moral
obligations of the international operations formulation as well as have helped to shape a complex
approach to the solution of the problems in areas of conflicts and also protection of the
vulnerable populations globally.
III. Somalia
Another humanitarian intervention was the United Nations Operation in Somalia II (UNOSOM
II), set up in 1993, although its major aim was to restore order in Somalia which led to chaos as a
result of the coup d‟état and subsequent civil war. At first, the mission to the war affected
country has been partly successful in the humanitarian supply and curtailing of violence.
Nonetheless, it was informed by formidable challenges that put its effectiveness into check
nearly immediately (Department of Peace Operations, 2023). The attacking forces against
UNOSOM II increased rampaging from local clans where leaders refused to cooperate and
provided massive resistance to the attempt made to restore order (Gonzato, 2024). The mission
that becomes a turning point is the “Black Hawk Down” that happened in 1993 where 18
American soldiers were killed in Mogadishu. This loss did not only the mission lose international
support but also brought out the many implications and risks of working with messed up states
Page 15 of 24
where many factions struggle for authority (International Peace Institute, 2023). The Somalia
case thus illustrated that building peace without politics and also sufficient local support is
impossible. This formed the basis of a considerable loss for the UNOSOM II when it pulled out
in 1995; this led to a rethinking of the strategies on conflict areas (United Nations, 2023). which
recent and past peacekeeping missions still display where including learning from the Somalia
mission to subsequent and subsequent peace-keeping by the United Nations, stressing on goals
and objectives that are very clear, strong engagement strategies which are very central and
cannot be overemphasized and most importantly, the call for very comprehensive and inclusive
support of the locals to ensure that there is sustainable durable peace (Guterres, 2023). All
therefore establishing that UNOSOM II mission in Somalia was a complex and challenging
international peace keeping mission. It underlines the need to install appropriate methodologies
in regional situations and political settlements as well as achieving adequate level of
commitment and cooperation from all the related actors to manage conflict and humanitarian
crises.
IV. Darfur
The United Nations African Union Hybrid operation in Darfur (UNAMID) formed in 2007 was
aimed at investigating the massive controversy in Sudan‟s Darfur area where tensions and
atrocious acts of violence were accompanied by humanitarian crises. The mandate of UNAMID
included tasks like, rights and security for civilians, delivering of aid, and management of peace.
Nonetheless, from the onset, the mission faced severities that distorted its functionality
(Department of Peace Operations, 2023). Among them, it was concluded that UNAMID faced
incredibly grave logistical challenges, characterized by the inadequate transportation
infrastructure and physical inability to access the conflict zones and often reached only a very
limited part of the population that required humanitarian assistance as well as protect, (Gonzato,
2024). In addition, passive attitude of the Sudanese government together with restrictions it
placed on the implementation of UNAMID‟s tasks hampered the efforts to achieve the mission‟s
goals and enshrine a sense of ineffectiveness (International Peace Institute, 2023). Nonetheless,
some progress was made by UNAMID as an organization in the reduction of violence and the
delivery of basic assistance to the vulnerable populations. However, it was often accused of
being incapable of sufficiently shield people from human rights violations or providing an
adequate focus on the causes of the struggle (United Nations, 2023). The mission‟s ability was
limited, and the security and political context in Darfur emphasized the importance of strong
mandates, sufficient resources, and multilateral cooperation to secure lasting peacekeeping goals
(Guterres,2023). The experiment of UNAMID is rather an eve prober of difficulties and
obstacles that may be encountered by the peacekeepers in the offender area. They stress the need
for changing the strategies regarding the local environment, improving the logistical aspects, as
well as expanding the cooperation between the global entities and the host country to guarantee
the success of the future operations (United Nations, 2023). The best practices acquired in
UNAMID are therefore still influential in enhancing the efficiency of the United Nations‟
Page 16 of 24
peacekeeping operations and especially in the areas of internationalized intrastate conflicts as
well as the uncertain security landscape.
6. Future Prospects
I. Improved Accountability
Enhancing of accountability frameworks is thus important as it helps to protect the integrity and
also efficiency of the peacekeeping missions within the United Nations. Cases of sexual
exploitation and abuse in the past by role of peacekeepers have greatly eroded credibility of the
UN missions (United Nations, 2023). Preventing a recurrence of sexual exploitation and abuse
entails instituting solid standards of accountability by employing high criteria for peacekeepers
selection, adherence professional and ethical standards before deployment as pointed by Guterres
(2023). Apart from detecting and reporting misconduct, there must be a proper way and means
through which victims of such misconduct can report such incidents without any fear of
retaliation since the organizations have set up reporting channels for victims (DOB) 2023. An
essential point is the necessity of proper and prompt investigation of all the reported cases. It
guarantees that the offenders are punished through proper and unbiased penalties that may
include ousting from the job and possible trial according to the governments and United Nations
(2023) standards. Transparency into such processes is key therefore to ensuring that host
communities and also the world at large has confidence in such practices. The most general legal
document regulating the conduct of peacekeepers is the U. N. Conduct and Discipline
framework. Building up this framework and also increasing the effectiveness of the Office of
Internal Oversight Services (OIOS) by reforms that aim at increasing oversight, investigation,
and reporting of alleged fraudulent practices or non-compliance with General Regulation are
some of the ways through which accountability can be boosted (International Peace Institute,
2023). It is important to constantly strengthen or enhance these mechanisms which are as follow.
All personnel involved in peacekeeping affairs are held to the highest ethical standards and have
to respect peoples‟ rights as per the UN are focused on integrity and accountability in
peacekeeping (United Nations, 2023). This thereby allows the organization to restore the public‟s
trust in its capacity to accomplish its peacekeeping responsibilities and hence help rectify the
situation before more serious harm is done to the missions‟ reputation.
II. Technological Advancements
Proposing the utilization of various technologies in the functioning of the U. N. peacekeeping
assignment is thus considered as a great chance to make the missions more effective and
efficient. With UAVs, satellite images, and sophisticated communication systems, technologies
available in today‟s world have the flexibility that can transform the peacekeeping business
(United Nations, 2023). UAV‟s, commonly referred to as drones, are essential in offering
boarder, real time surveillance and intelligence over hostile territories. Based on high definition
cameras and sensors, UAVs allow peacekeepers to survey areas which are hard to reach, collect
substantiated information and identify threats before they come to life (Guterres, 2023). It not
Page 17 of 24
only increases the level of protection of peacekeepers themselves but also contributes therefore
to the implementation of more effective actions to potential threats. Satellite technology thus
supports UAVs by providing information and also helps in the analysis of the entire area.
Telescopic cameras that are taken from satellites offer clear views of terrain, infrastructure, and
population displacements that help in contingency planning, daily decisions, and evaluating
humanitarian crises (Department of Peace Operations, 2023). This analytical tool improves the
accuracy in peacekeeping operations hence enabling efficient decisions and resource utilization.
Sophisticated communication technologies cuts across the need to improve cooperation of the
contingents in deployment of the peace keeping process as well as other parties involved.
Therefore, firm and secure communication channels of workflow permit the handling of online
information in real-time, coordination, and collaboration of activities effectively and uniformly
across the various places of operations (International Peace Institute, 2023). Cooperation thereby
reduces; the probability of misunderstanding, increases organizations‟ effectiveness and also
contributes to the development of a unified code in accomplishing organizational missions.
However the incorporation of the said technologies in peacekeeping therefore entails significant
capital investment in infrastructure, training and hence cyber security. Protecting data and its
privacy is critical to the security of vital information and organizational functioning, especially in
adverse conditions (United Nations, 2023). With conflicts escalating in terms of intensity and
scale, use of technological advancements is even more crucial in the modern world and for
achieving the U. N.‟s core mission of preserving peace. As applied to the U. N. peacekeeping,
UAVs, satellite imagery and also advanced communication systems are hence beneficial in
modifying to constantly changing threatening environment, increasing overall response to threats
and thus enhancing sustainability of peace building processes worldwide.
III. Enhancing Training Programs
Additional training is a necessity since the principles of modern missions and the challenges that
are related and stem from them are quite different from the traditional ones that U. N.
peacekeepers have encountered in the past. These programs cover all spheres of activity and
skills that are needed to address the multifaceted responsibilities of today‟s peacekeepers (United
Nations, 2023). Such training is thus a combination of basic military techniques, operational
tactics and the use of weapons and also others in defense. Peacekeepers learn how to behave and
be effective in the presence of or during incidents of conflicts while abiding to certain guidelines
governing their actions and those of forces they are accompanying (Guterres, 2023). This
fundamental training therefore makes sure that peacekeepers are ready to face all forms of
insecurity if they are to safeguard themselves as well as the civilian populace. Cross-cultural
communication and compliance training activities are mandatory features of expatriate
management programs, stressing the need to respect cultural norms, holidays, and the
organizational/political environment. According to (Department of Peace Operations, 2023), it is
noted that the key success of the peacekeepers is to gain trust within the communities they are
assigned to working in order to ensure cooperation and thus increasing the overall legitimacy of
the operation. Human rights training for peacekeepers rest in the promotion of impartiality, and
Page 18 of 24
respect of human dignity of other people with main focus on the vulnerable groups in the
targeted country; to ensure that international standards of behavior are observed as much as
possible (International Peace Institute, 2023). Gender awareness training is thereby considered
vital in the prevention and also elimination of gender-based violence as well as to support the
Implementation of gender-responsive peace processes and also women‟s protection. However, it
is important to understand that peacekeepers are trained on how to interact with women, men,
girls, and boys affected by force (United Nations, 2023). Role playing and also case studies are
thus a valuable tool to practicing decisions making, problem solving as well as conflicts solving
in crisis situations. These exercises create realistic field condition in order to assess challenges
such as civil strife, humanitarian crises and negotiations with the local populations (Guterres,
2023). For instance, refreshers courses and specialized training within the framework of
peacekeeping affect the operational methods, equipment, and constantly improve the presence of
mind. Such continuous training guarantees that the peacekeepers are relevant and able to address
new risks and tasks that are likely to manifest at the theatre of operation (International Peace
Institute, 2023). It is the need of the hour for powerful training frameworks so as to lift the
viability and validity of the U. N. Keeping operations. The key message of the actor is that better
prepared peacekeepers are more effective in maintaining stability, safeguarding civilians, and
fostering sustainable peace in conflicts ridden regions of the world (United Nations, 2023).
IV. Strengthening Partnerships
There is thus evidence that expanding and also deepening cooperation between the United
Nations as well as multiple actors relevant to peacekeeping is necessary to increase the efficiency
and hence longevity of operations. Such cooperation assumes other resources, competencies and
political backing that strengthens the overall capacities of peacekeeping missions (United
Nations, 2023). International bodies of course have a strong input in managing conflicts and the
regional bodies include African Union and the European Union for instance. They offer the
necessary expertise of local environments, culture, and politics, which are crucial for creating
specific conflict resolution measures (Guterres, 2023). Working with these organizations
improves the feasibility and acceptance of missions by the United Nations; thus, advancing
partnership for peace (Department of Peace Operations, 2023). The co-operation with other
players, or non-governmental organizations (NGOs) and civil society groups, is equally
important. These organizations possess a social capital that entails contact and rapport within the
affected communities; arguably, they are capable of initiating communication and forgiving, as
well as providing the affected communities with humane assistance better than any figured
global organizations (International Peace Institute, 2023). Interacting with NGOs therefore
improves the acceptance of its activities and also intentions from members of the public who are
always an important factor in rebuilding societies after conflict. Consultations on political level
as well as cooperation with the member states are critical important for gaining political backing
and obtaining required funding for the peacekeeping missions. According to the United Nations,
2023, member state involvement prior to the formulation of a mission plan and its subsequent
decisions will guarantee constant support from a large number of countries for the mission at
Page 19 of 24
hand. The focus on building and sustaining the deep COI preserves the efficient cooperation in
the reaction to the complex issues of the world peace and security. Due to the synergy in
utilization of resources, sharing of responsibilities and harnessing of various capacity, the UN
and partners can address and prevent conflicts, oversee the protection of civilians as well as
contribute to sustainable peace processes globally (United Nations, 2023). These combined
initiatives are thus important in responding to the changing conflict nature and also enhancing
the effectiveness of PKOs in relevant contexts.
