Introduction
This report examines the impact of youth violence in South Minneapolis from 2019 through 2024 and its relationship to opioid exposure among adolescents ages 10–17. We synthesize city, county, state, and national sources to characterize trends, identify overlaps, and highlight evidence-based responses. Where public data are insufficient to quantify direct overlap, we specify what cross-agency data would be required.
Methods & Data Sources
We reviewed Minneapolis youth violence dashboards (including SafeScape), Minneapolis Police/Open Data dashboards, Hennepin County opioid/SUD dashboards (deaths and hospital/ER visits), Minnesota Department of Health overdose surveillance, and national analyses (CDC MMWR; Pediatrics/AAP). We compiled descriptive statistics, produced figures using publicly reported counts, and created a schematic neighborhood map. All key findings include references to authoritative sources.
Findings
National adolescent opioid trends
From 2018 through 2022, the United States witnessed a striking uptick in adolescent overdose deaths, with the rate rising from about 10.9 to 15.2 per 100,000 youth—a jump of nearly 40 %. While much of the public discussion centers on adult overdose trends, the escalation among youth underscores how the crisis now reaches younger age groups at alarming levels. In the 2022 peer-reviewed analysis published by the American Academy of Pediatrics, count of overdose deaths in adolescents surged from 4,652 in 2018 to 6,723 in 2022.
Fueling this surge has been the pervasive entry of illicitly manufactured synthetic opioids—chiefly Fentanyl and its analogs—into the youth drug supply. Among adolescents aged 10–19 years, deaths involving illicitly manufactured fentanyl (IMF) increased by 182 % between mid-2019 and late 2021. What makes synthetic opioids especially dangerous is their potency: small quantities can be lethal, and their widening presence in counterfeit pills or other substances means that youth users may not realize they are ingesting fentanyl.
The implications for youth public health are grave. By 2022, drug overdoses had doubled as the cause of death for adolescents aged 13–17, climbing from 1.3 to 3.2 deaths per 100,000—making overdose the third leading cause of death in that age group, behind firearms and vehicular injuries. This pattern highlights the urgency for prevention and response strategies tailored to adolescents: education about synthetic opioids, expanded access to naloxone (overdose reversal), youth-appropriate treatment entry, and real-time toxicology surveillance that can detect the evolving threat of fentanyl-laced substances.

• Invest in integrated youth hubs (behavioral health + SUD treatment + violence prevention + mentoring + education/employment).
• Increase adolescent access to MOUD; strengthen diversion-to-treatment pathways.
