Besides opposing Roosevelt created a group that encouraged to be ready for the war the group was Preparedness Movement.
The opinion went far that the United State has to remain out of the continuing World War 1 early that year 1917 leading to the variations among the citizens. Eventually, there was a gradual change in the opinion existing after Germany responsive actions towards Belgium as well as Lusitania. The act of involving the humanitarian group is an essential strategy of solving the matter of the Great War period. The prevailing challenge within 1914-1917, America remains neutral reflects non-involvement. Since if the claimed alliance between the Americans and Germany is interfered with also the financial and trading activities would be destroyed. The most important thing was the collaboration both in the formulation of alliances, industrial and financial responsibilities of the United States would be spent to sustain the war as well as support the American troops. Regulating monetary funds, prepare Americans citizens both emotionally and physically towards joining World War 1 would mean the setting of firm policies. A lot was done and has to be done by the government in collaboration with the existing humanitarian group to alleviate and offer relief to the civilians within Europe who are greatly suffering. The momentary funds contributed between 1914 and 1924 by the humanitarian, Americans was about $6 billion to save the Americans in agonies due to war exiting in the Soviet Union and Europe. The efforts reveal the essence of foreign relief programs as a way to support the government and the militant's troop’s engagements. Thus adhering to such set policies and working towards a common goal the fighting for democracy is conjoined as citizen-initiated a strategy to pool foreign aid from the American all over the world.

Toward the police state of power, it was centralized that men to lead and if women were to be incurred they provided auxiliary services. The urgency of the militant troops rose with time the nativist required 100% assimilations of Americans to join the war. Thus defining the immigrant encounters while World War 1 was going on. The immigrants such as the Italians and Jews used the war to integrate their culture to suit their own terms. It was evident in the willingness and cooperation of the local communities to the federal directives set, for it would lead to government success in its strategies to mobilize it subjective to war. Success would motivate local as well as state community leaders to formulate self-policy on how to support the federal government. Thus the patriotism was a cultural obligation among the citizens for it worked towards supporting the federal government through the providence of food, materials and manpower during World War 1. The male obligation to participate in the military during World War 1 was crucial since it was a notion of displaying citizenship and proving one's patriotism.
