The researcher shall also think that the information provided by the respondents represents the actual state of poverty experienced by people in the United States. Becker formulated the human capital theory in 1966. This theory states that" earnings start out low when people are young because younger people are more likely to invest in human capital and will have to forego earnings as they invest." It explains the individual investment efforts in education and training. The personal decision to invest in education will increase their employability and therefore reduces their chances of poverty. Unemployed people depend highly on the government for support and thus derailing its economic development. Children in poverty-stricken areas prefer not to go to school because they do not afford to service education.

Does human capital imply education and training? What would happen if the population is not educated enough? Limited education access is a direct cause of poverty. Poverty is a social issue that affects a section of a country's population. Still, its effects are felt by the general public because it pinches the country's Gross domestic product by 1.3% yearly. The poverty rate is measured by assessing the level of substandard housing, the level of family's incomes, and the affordability of basic amenities. Poverty increases pressure on Finances as there are more opportunities cost than the resources available to settle them. These results in economic vulnerability and reduces the country's economic productivity. In a measure of 1.3% of the United States’ GDP, the leads to a lag in the growth as money could be used in economic productivity is used to service effects caused by poverty. Children who drop out of school due to poverty are more likely to opt into crime-related activities leading to increased crime involvement in the country. Poverty is the reason behind poor nutrition, which leads to poor health and the increased cases of chronic illnesses and mental health. This makes government spend more on the health sector instead of spending on production.
