Here is my discussion below, I need it to answer the question below with 100 words from my professor feedback
A grant is a non-repayable reward, donation, or allowance that a government or an institution gives to a person or a company for a specific purpose like research or education (Dow, J., & Shannon, C. 2019). When Dr. Miller decides to charge the equipment to the sleep disorder grant instead of the hypertension grant, this issue is not appropriate because the grant money can only be used for the purpose specified in the Request for Proposals (RFP) by the granting company. Under some circumstances where there exists tremendous competition towards grant funding, some grant funding will make promises that they can’t deliver. The failure of an organization to comply or administer a grant properly can lead to serious risks like criminal prosecution and the revocation of grant funding (National Institutes of Health, 2020). Obtaining criminal charges from organizations is very expensive. By the time an organization settles all such charges, it will cost a lot of resources for the organization to go back to its previous financial position, or ever the organization might be blocked from operating.
Poor administration of grants in an organization can cause the organization noncompliance penalties and fines. Poor administration of grants within an agency can result from poor allocation of resources. If there is no central and up to date reports on how to allocate resources, the organization may end up scrambling to reallocate resources and come up with extra money to cover up the inefficiencies. This will cause to loss of funds to the organization and it may also end up in unplanned debts. No client would want to invest in a malfunctioned organization. Failure to administer a grant would cause the agency’s clients to lose trust in the organization. Losing trust will in the end result in the loss of clients willing to work with the agency. How can an organization operate without clients with the increasing rate of competition in the grant funding industry? For the agency manager, the most significant risk will be losing his or her job for its every managers’ responsibility to ensure efficient execution of organizations’ tasks.

In any case, those are interesting points regarding administrative issues and overall potential outcomes. Those are areas we certainly would want to consider carefully. As a part of that too, it's important to consider the ethical aspects of this situation. So, given one of the current ethical codes, whichever one you want to use, what is one standard from one of the current ethical codes that might indicate this is problematic?

Forum B: Dr. Miller should avoid applying funds from one grant to another as each is designated for specific purposes, and each grant would have its own contract. The only way this may be appropriate if there was a direct correlation between sleep disorders and hypertension, which would be researched at the same time. If she needs additional funds for research on hypertension, it would be recommended she request an additional grant or funding. The Electronic Code of Federal Regulations (2021) explains a public health service is not approved to use federal funding for expenditures unless the consent form is amended and approved by the Secretary.
If a grant is not appropriately used, the manager and organization can experience repercussions. The National Institute of Health (2019) explains the organizations in which the NIH grants funding are expected to use those funds responsibly. They are required to implement and enforce policies that limit the opportunity for inappropriate financial gain from the organization or employees. NIH may require certain conditions be set in place to prevent non-compliance. The National Institute of Health (2019) explains that recipients and investigators must follow all requirements within the “Responsibility of Applicants for Promoting Objectivity in Research for which PHS Funding is Sought”. The NIH can request financial interests, and the organization must provide regular reports to NIH. If an organization does not follow necessary policies or receives a grant under false information, NIH usually allows the organization to, first correct any issues if there are no concerns to public health and safety. If the organization does not follow through on requirements, they may be withheld funding moving forward.
If managers and organizations do not have access to funding, they may not be able to thrive and continue providing services. This is especially true for nonprofit agencies, who thrive off grants. This may cost employees their jobs, and those receiving services may no longer have access to those needed services.

Forum T: Grants are usually done for non-profit organizations to get money to fund the programs they want to utilize to help their community or organization to be successful for every program they are aiming for. I believe that Dr. Miller's attempt to utilize the sleep disorder grant for her hypertension research was not a good idea or acceptable for any reason at all. She should have done the right thing and talked to the NIH to see if she could do that so that there would not be any issues or problems if there were. According to the National Institutes of Health grant “The NIH is committed to preserving the public’s trust that the research we support is conducted without bias and with the highest scientific and ethical standards” (National Institute of Health 2020) Dr. Miller should have had trust in the NIH to sit down with them to discuss the dilemma she was having with not having enough funds to compensate the hypertension equipment. Also, she should have tried to get another grant from someplace else even a non-profit organization may have helped her so that she could have not used the sleep disorder funding for her hypertension equipment. It really doesn’t matter who it is if the NIH has stipulations and policies that have to be followed then there should be some type of consequences individuals should face if they do not comply with it. Sometimes grants don’t go through because there is not enough money to fund the program or someone shows misconduct in performing the ability to process the grant the way it should be done. “Researchers rely on trustworthy results of other researchers to make scientific progress” (National Institute of Health 2020) It is simple organizations rely on the employees or other individuals, to be honest with them about their research or whatever they are doing.
