1. Terrorism is not random. Like any good military force or covert agency, terrorist groups require the use of strategy. The advantage of strategy is that terrorists have the ability of striking in a seemingly random manner. The terrorists almost always take the initiative. Law enforcement and security forces tend to respond to the terrorists’ strategy. If you know the strategies, however, you can better predict terrorists’ actions and take the initiative away. Discuss some of the most relevant characteristics of terrorist strategies. What does it mean to Adopt an Intelligence-Based Approach to Antiterrorism?
