White Paper Project – Annually, the Chronicle of Higher Education publishes a Trends Report (ATTACHED TO POST) which identifies 10 key shifts occurring in higher education. Since 2015, four Trends Reports have been published. These reports not only identify an issue, but briefly explore some solutions including strategies which may be employed to promote change. The fact that a topic appears in this report serves as an introduction to a current issue which now, and in the future, will be facing higher education and its leaders. This assignment involves you placing yourself in the role of a member of a campus-wide committee which has been charged by the institution’s President to study the Trends Reports and consider the implications for your campus. It was decided by the group that the research conducted to learn more about each trend should be available for any member of the campus community to review. As a result, the committee agreed that each member would select one trend, conduct research, and prepare a White Paper in which the topic is fully explored and possible solutions proposed. In essence, a White Paper is a background report, providing information about a topic and offering possible remedies or solutions. There are many resources available about how to approach preparing a White Paper. Although somewhat new to higher education, such factual, concise and direct documents Page 9 of 19 are frequently prepared in the business world. Colleges and universities have viewed such documents to be valuable when attempting to inform stakeholders at higher education institutions about topics of importance.

In addition, the instructor will provide you with a tips sheet. Your committee chair asks that each member study the 2016, 2017 and 2018 Trends Reports and identify which trend you wish to research. Please indicate in your journal how you will approach the subject, and why this trend is of importance to address for the campus community by no later than Friday, November 2. After you receive feedback on your plan from the instructor, you will explore, in depth, the subject matter finding no less than eight different sources of information. The sources may include not only articles from the Chronicle or insidehighered.com but other reputable news sources, journal articles, monographs or books. While some White Papers contain figures and graphs, this is not necessary, unless you feel it is a useful way to present the information. Remember the audience you are writing for consists of all campus stakeholders – faculty, staff, administrators, students, trustees, alumni, parents, as well others external to the campus itself, such as legislators, community members, etc.

Your purpose is to teach others about the trend in your carefully formatted 5 page White Paper which is due on Saturday, December 15th. Higher Ed Trends Report attached, I can choose whichever one I would like to focus on.
