Long-term affects as people converge from further away as time goes on

Not widely studied, however is a large part of external convergence

The Helpers

Includes formal relief, there is generally some record of how many people and what type of assistance was rendered

Informal, volunteer assistance is not always recorded, may be unnoticed or under evaluated

Result: formal agencies may overestimate their own impact if they do not account for informal assistance

Volunteer hours can be reported towards reimbursements by FEMA’s Public Assistance Programs

“The need is to be not just cared for but cared about.”

Public shelters are used by only about 25% of the population, generally less

People tend to prefer to shelter with family and friends

These individuals tend to be unrecognized helpers

It is difficult to understand who are the curious - each of the categories may exhibit curiosity at some point

Older adults with less severe disruptions, and who have access to sufficient resources/social support are able to cope effectively

Less likely to have adequate savings or insurance coverage

Many aid agencies assume that the aid will reach the elderly or family will take care of them

Elderly less likely to receive aid from potential help sources

Discrimination against the elderly by government agencies, humanitarian organizations, and communities

Overly bureaucratic agency procedures may discourage them from applying for assistance

May have limited social networks and lack information and support mechanisms to navigate recovery aid applications

Generational emphasis on self-sufficiency and independence

Perceive stigma attached to accepting welfare

Questions

You community has been affected by a hurricane. The hardest hit communities are poorer areas where people live in flood zones and in mobile home communities. In addition, homes on the coast have been flooded by storm surge. There is a push to move the poorer communities away from the flood zones, but surrounding communities are pushing back. In addition, the affected neighborhoods on the coast are not cooperating with elevating their homes. Is there an environmental, social, and/or economic argument that can be used to convince these people that sustainable recovery is in their best interest?
