Public Policy and Ethics

This week’s material focuses on the intersection of public policy and ethics. Ethics is

described as a set of social norms and philosophical principles based on what is

considered right. The intersection of public policy and ethics occurs when the

development and implementation of public policy has an ethical component. Most public

policies have an ethical component by default. For example, the Get Tough on Crime

programs implemented in many U.S. urban cities in the 1990s and 2000s were considered

good public policy; however, some complained that the policies had an adverse effect on

low-income and minority populations (NYCLU, 2011).

Policy concerns addressing ethics in government are embedded in the laws and

regulations of each government. Issues such as bribery and corruption have been a

mainstay in research. However, with the introduction of public administration as a

profession during the Wilson administration, the focus and awareness have shifted from

the government as an entity to the professionals in government. The Ethics in

Government Act of 1978 was created in the wake of the Nixon Watergate scandal and

Saturday Night Massacre. The Act required government officials to complete financial

disclosure forms and established a protocol for investigations for conflicts of interest. In

1989, the U.S. Office of Government Ethics (OGE) was separated from its original home in

the Office of Personnel Management into a separate agency. The OGE establishes the

standards of conduct for the executive branch, ensures transparency in government,

educates employees, and promotes good governance (U.S. Office of Government Ethics,

2018). Also, the U.S. House of Representatives maintains a manual for House Ethics (U.S.

House of Representatives, 2008). The American Society of Public Administration (ASPA)

also developed a code of ethics for public employees (ASPA, 2013). In its code, ASPA

emphasizes putting public service above service to oneself, demonstrating personal

integrity, and advancing professional excellence.

Strategic Management Assignment

This week, you will prepare a white paper. A white paper is informative in nature,

providing a proposed solution to resolve a problem or issue.

Begin by examining the collateral on a case involving ethics and public policy in a public

agency, department, or non-profit organization of your choice. Then, draft a critical

analysis of the issues relating your case to contemporary research on moral and public

policy. Include the following in your assessment:

Critically assess the leadership skills as demonstrated throughout your case.

Recommend courses of action to improve morale, thus improving daily operations

by upholding ethical practices.

Specify how your recommendations would enhance performance development.

Length: 4-6 pages, not including title or reference pages.

References: Include a minimum of 5 scholarly resources.

Your assignment should demonstrate thoughtful consideration of the ideas and concepts

presented in the course by providing new thoughts and insights relating directly to this
