1.Use the internet to locate the membership information regarding the Local Emergency Planning Committee for your county.  List the names and organizations for any attorneys/legal representatives named as part of the county LEPC.  If none are listed, contact your LEPC and ask who provides legal advice during emergencies for the county emergency management coordinator.  Finally, go to that person’s webpage to find references to their role in emergency management.  Discuss whether and how easy or difficult it was to find this information in the discussion thread.  How is your country legally prepared for an incident?

2. As recorded in your textbook, Florida hurricanes in 2005 led to new legislation.  An attorney providing advice and services during and after an emergency can be overwhelmed with the many legal and administrative requirements inherent to the situation.  Of all of the tasks outlined in Chapter 20, which do you find is the most important?  Why?

WEEK 7 ASSIGNMENT

School shootings always bring enormous media attention.  Some of this attention is driven by the realization that the defenseless are placed in harm’s way by bad actors.  After the Virginia Tech shootings by Seung-Hui Cho, much attention turned toward active shooter preparedness.  Some prior indicators may have led authorities to stop the shooting before it occurred (Tapper and Miller, 2007). 

You are the superintendent of a high-poverty urban school district known for high crime.  Research and author an Active Shooter District Policy using resources found on the internet and/or provided by local and county law enforcement in your area.  Use an emergency plan format that generally follows a military operations order by including the following sections:

  • Situation

  • Mission

  • Implementation Actions

  • Administration and Supplies

  • Communication and Signals

Cite all sources used to formulate your plan.  Your plan should be at least 5 double-spaced pages in length.  Cite all courses used to formulate your plan.  Avoid directly copying other plans, and instead, rephrase the actions in your own words.

    1. Discuss the proper response to a bomb threat. If in the position to change the response, what would you change, and why?

    2. Based on the number of “hacking” instances in the news every week, it’s safe to assume that computer crime will increase in the years ahead. The perpetrators are often overseas and thus hard to catch, and the punishment does not seem to be enough to offset the opportunity for a large financial gain. Explain why computer crimes will increase, what is being done to combat them, and how - if at all - you think they could be curtailed?

What is your definition of terrorism? Has it changed in recent years? Does it include both domestic and foreign components? Is it possible to find arguments to defend the use of terrorism as a tool in waging war? Consider the American Revolution and its use of tactics in combating the British. Katherine Rounds was just hired as the Chief Security Officer (CSO) for Benson Industries, a global manufacturing firm headquartered in Los Angeles with locations in Europe, Asia and South America. A primary reason for Katherine's hiring is her extensive background as a CSO and her experience with Information Systems security. Part of Katherine’s charter is to work with the Chief Information Security Officer and the Chief Information Officer of the company to address concerns that Benson’s information systems network is vulnerable. Most recently, the number of computer viruses on the company network has increased by 50% from the prior year. Moreover, there have been several instances of unauthorized access to the company network.

Furthermore, Benson Industries is consolidating information systems operations into a single data center which will require the development of a contingency plan to ensure uninterrupted information systems processing capabilities during and after the transition.

  • When assessing the overall security condition of the network, what are the areas of concern requiring immediate attention?

  • In order to ensure more robust access control to the network, what actions might the CSO take?

  • When preparing disaster recovery plans, in order to mitigate interruption to data center and computer operations, what considerations must be made to develop a useful plan?
