There are three communication channels for the development of practical and specific to the stakeholders depending on the needs that are addressed based on the ranking in communication planning as per their definitive roles. These communication plans include communication by use of mass media, interpersonal and inter-institutional. Mass media involves advertising, direct mail, and website. There is also communication through, radios, magazines, television, and newspapers. On the other hand, interpersonal and interinstitutional communication are designed based on the locality of the person and thus can be through voice calls, video conferencing calls, email or delivery in hard copy. One on one discussion is also encouraged (Coiera, 2006).

The stakeholders involved include;

· American Public Health Association, APHA

· Minnesota Public Health Association, MPHA

· Minnesota Department of health, MDH

· Mission Improve health, MIH

· Health Insurance Portability and Accountability Act, HIPAA

· Federal Communication Commission, FCC

· Communication Coordinator from the Media House

The ethical consideration that is taken into account include

· Equitable distribution of health services thus a nondiscriminant service delivery

· Community involvement through participatory approaches that ensure social justice through the address of health needs for the marginalized (Hunt, Gogognon, & Ridde, 2014).
