Measuring Institutional Changes
Change is a constant occurrence in business operations, especially in the public sector.
Change in business practices occurs in all industries, including the private sector, public
sector, and non-profit. Change as a byproduct of environmental practices is uncontrollable
and comes as the cause of activities either leading to significant positive discoveries or
significant detriment. Unanticipated changes resulting from unforeseen incidents or
unexpected changes due to leadership vision, policy implementation, and new
organizational strategies, can moderate to cause serious harm to operations. Agencies’
reaction to these unanticipated changes sometimes happens with some impacts to
operation such as a reduction in work output due to shifting resources to address
unwanted operational impacts.
Changes that are planned often come with some form of organizational benefits because
there is usually time to assess, test, and implement these organizational changes over a
predetermined time period. In the public sector, institutional changes often occur based
on new executive directives as a means to some calculated end.
Executive leaders in public agencies expect recurring changes to how the agency
operates. Change is one of the most constant things in public management because
changes occur as a result of an encounter with real-life situations that demand certain
responses to deal with specific challenges.

quality and delivery. For this assignment, you are a public administrator at the Small
Business Administration (SBA); you will create a newsletter article for distribution to the

general public that promotes some of the courses in the Learning Center that are available
to the public.
The senior executive has announced new upcoming SBA contracts and grant funding in a
congressional testimony, and since then your agency has been receiving an influx of
emails, letters, and phone calls about the various SBA programs and processes. These
inquires have created an operating challenge for the agency because there are not enough
employees to attend to these requests. Create a newsletter that informs the public of the
courses available through the SBA portal that can help answer their questions. Ensure
your newsletter includes the following:
1. Explain the purpose of the SBA Learning Center.
2. Provide an overview of SBA’s grants and contract vehicles.
3. Describe some of the courses available to the public.
4. Develop a plan for dealing with an increase in online course attendance, and then
explain your plan to overcome technical challenges as a result of the increase.
Length: 5-7 pages, not including title and reference pages
References: Include a minimum of 5 scholarly resources.
Your presentation should demonstrate thoughtful consideration of the ideas and concepts
presented in the course and provide new thoughts and insights relating directly to this
topic. Your response should reflect scholarly writing and current APA standards. Be sure
