Evaluation of the Organizational Environment

There are several strategic management tools and techniques that exist, but not all

aspects of the tools and techniques are applicable in the public sector. Examples of tools

and techniques include: 1) SWOT analysis 2) cost-benefit analysis, 3) customer

satisfaction analysis, 4) benchmarking, 5) level of service analysis, 6) Porter’s Five Forces,

7) balanced scorecard, 8) Value chain analysis, 9) SOAR, and 10) critical success factors.

Most tools and techniques contain performance and financial measures; however, the

financial measures must be modified, if not eliminated, in a public sector context. Many of

the financial measures in the private sector fail to measure the fulfillment of

environmental and social objectives necessary in the public sector.

During the strategy formulation phase, organizations should evaluate the external and

internal environment using the SWOT analysis tool. SWOT stands for strengths,

weaknesses, opportunities, and threats. The SWOT tool is a useful technique to assess

the positive aspects of an organization along with potential problems that may need to be

addressed. Another tool is the SOAR Analysis. SOAR stands for strength, opportunities,

aspirations, and results. SOAR focuses on the organization’s strengths and how to

leverage them. Each tool has its benefits and weaknesses. Other tools may be adapted for

use in the public sector, but the SWOT and SOAR are two of the most commonly used.

improvements for strategic management implementation.

Support your findings from the two articles with this week’s readings as well as

additional research.
