Question 1
Centralized structure in project management involves the concentration of power management power to an individual or a few key stakeholders in an organization. On the other hand, a decentralized structure in the project involves assigning key decision-making processes to many people within the organization (Zabojnik, 2002). Challenges such as the long process of deciding on a decentralized structure may force an organization to adopt a centralized structure in the project management process.
A centralized structure involves offering much support to senior personnel in the top positions. If the project has adopted a decentralization structure involving many branches, the organization needs to establish a core team or an individual in one main branch to oversee project activities in all other branches. For all the employees to adopt and embrace the structure, the organization needs to notify workers of the streamlined, efficiency, and cost-effectiveness of the centralized structure. Finally, the management also needs to develop a formal contact list that outlines where each individual should consult in case of challenges or clarifications during project implementation.
The first task essential for moving to a centralized structure is conducting internal research to identify the most qualified personnel responsible and accountable in managing the project (Curlee, 2008). The second task is developing the leadership hierarchy that outlines which office to e consulted during the crisis during the project's implementation. The last task is to develop policies that ensure other employees respect top offices in the entire organization.
During budgeting, an organization should consider cost performance baseline processes, which involves an official time-phased budget for approximating, controlling, and tracking the entire cost for a project. The process involves funds to complete the whole project. Through project funding requirements, an organization should consider funds associated with contractors and construction materials. An organization should prepare a budget based on costs in maintaining risk register and project schedule through project document updates.
Question 2
Based on my project to construct a tunnel to facilitate underground transportation to reduce traffic jams in California, I have created a Word Breakdown Structure (WBS) for both the product and labor expenses (Cicala, 2020).
