Analyzing Operational Effectiveness
Operational efficiency is a term often used when describing organizational functions that
lead to good results with sound procedural practices that allow for recurring long-term
successes. Achieving operational success that yield long-term positive results requires
good strategic planning, good visioning, and leadership’s ability to coordinate business
practices that alleviate strain on operations, risk assessment protocols that enables
periodic system and operational checks to identify and eliminate risks, and change
management practices that enable the organization’s ability to make time-sensitive
operational modifications to allow the organization to quickly adopt technological,
industry, legal, and regulatory, changes as well as changes in demand for certain services
from the public.
One of the best ways to ensure operational effectiveness is to conduct operations in
phases. For example, a five-phase approach is a good one when looking for long-term
changes across the agency. A five-phase plan can be done in annual increments to make
things more aligned with budgetary requirements, which are usually done in annual
appropriations. Each of the five phases would mark a major milestone. Public agencies
usually follow this multi-year approach, which has been a good practice in reporting the
agency’s success and future projections as a means of requesting funding. Funding for a
5-year plan might be appropriated incrementally on the projection of the base year and
on an annual basis depending on the success of the prior year’s work. Therefore,
measuring operational effectiveness means measuring funding allocation and
management of these funds to ensure it is used for its intended purposes. Without
sufficient funding appropriation, agencies at the federal and state level would be unable
to implement their mission.
Assessment of agency success sometimes originates at the federal level from internal
performance management offices. Performance management offices use metrics and
other statistical analysis to assess agency performance. These offices are vital to the
success of the organization as they are responsible for ensuring routine performance
checks occur. The official assessment at the federal level comes from the Government
Accountability Office. GAO assesses agencies performance based on established
guidelines and congressional requirements. Agencies must meet these criteria and

Performance management is an essential organizational tool that assesses each
operational element of the agency to ensure robust practices are in place to meet
organizational mission and objectives. The purpose of this assignment is to examine the
leadership’s ability to drive improvements in agency performance.
For this assignment, you are the Director for the Performance Management Office at the
Environmental Protection Agency (EPA) tasked with evaluating performance for the last 6
months at your agency. You are to examine what senior leadership has done to add to
educate the public regarding climate change. Specifically, you are to write a brochure for
public release regarding updates on climate change and its potential impact or lack
thereof within the next few decades. Your brochure should include the following:
1. Describe the latest climate change EPA policy and what it means for the average
American.
2. Evaluate the agency’s approach to educating the public.
3. Critique the agency’s response to the publication of climate science research
findings.
4. Determine if the agency’s approach to climate change is sufficient in preparing
Americans for the future.
