After reading the attached paper, "The Implementation and Use of Benchmarking in Local Government: A Case Study of the Translation of a Management Accounting Innovation," In a single Word document, minimum 7 full pages (not including cover page and citations), using appropriate APA, answer the following questions.  

1.   Identify the most important elements of the case.

2.   Identify the key issue or issues one must consider when implementing and using benchmarking for operational analytics.

3.   Research the practice and implementtion of benchmarking in an operational environment and Identify 2 issues that could be improved using benchmarking and make recommendations to improve the operational problems.  

4.   To demonstrate effective analytical skills, explain how you would communicate the improvement to senior leadership.
