Introduction: Human Services Delivery
The healthcare system is a complicated web of public and private insurance with an endless trail of governmental regulations. Navigating this system takes a great deal of knowledge, skill, and patience. This can impact how human services are delivered and requires the careful recruitment and selection of staff and volunteers.
The current national focus is on the need for healthcare system reform. This movement has been motivated by two issues:
· Millions of uninsured Americans
· Runaway healthcare inflation
The healthcare insurance system has already undergone a multitude of changes in the last 20 years—once dominated by fee-for-service indemnity plans, the system is now primarily a managed care captivated environment.
Week 3 Instructor Guidance
In Weeks 1 and 2 we focused on policy and foundational issues related to human service policy. You have hopefully gained an understanding of how integral lobbying and advocacy are to change the systemic regulations related to human service issues. Health care is a major issue that has benefitted (or not, depending on your perspective) from lobbying and advocacy. With the institution of Obamacare, our nation saw health care debate at the forefront and many Americans, who previously were unable to afford it, had an opportunity for equal access to healthcare. In this week’s readings, you will explore the complex world of both private and public insurance and you may feel like your head is spinning trying to grasp the trail of government regulations related to the healthcare system. We will discuss healthcare reform and the motivation behind the movement towards it. Again, think about our previous weeks’ readings related to lobbying and advocacy and how this has had an impact on healthcare reform.
