“If you notice when attempting to use location services that leaving wi-fi on will get you more accurate location services. The fact is, that most of the time when we are attempting to get our location, we are not outside with an unobstructed view of the sky. That is how GPS works. The device attempting to get the location needs that unobstructed view. Since the phone is rarely in that position, it uses known wi-fi locations to help in addition to cellular towers to help pinpoint your location”
