Based on the Moon and Norris article there happens to be many factors in which they discuss in determining when e-government should be adopted. In my opinion I believe that government capacity is the most important when determining whether a municipal government should adopt e-government because in government there needs to be made available resources to allow growth. Government capacities involves resources including “personnel, knowledge, financial resources of the actual technical assets of the government” (47). These resources will be able to allow more support and information with adopting e-government. By adopting e-government organizations will be able to achieve online services for its clients and become effective and efficient.
Moon and Norris state, “financial and technical capacities also appear to be significant factors for the advancement of e-government initiative, perhaps because they have more stakeholders” (56). Bigger organizations would be more forward to adopting e-government because it will make the business process more efficient in reducing the staffs operating costs and their roles in the organization. Smaller organizations would have needed more support and would not be able to have the same amount of resources that have been provided to larger organizations. With the e-government initiative to reduce size in an organization adopting e-government in a small business would not become beneficial for them.

Moon and Norris mention several factors that impact the government’s decision to adopt e-government and what I found most important is the city size. According to the article, the size of a city is related to the government’s impact and the amount of resources and services with which the city is provided. “Large city governments are more likely to adopt e-government than small ones because larger cities are under greater pressure to find alternative ways to provide public services; larger cities also have more resources” (Moon & Norris, 2005, pg. 48). It’s also more affordable for larger cities to have newer technology as they have more flexibility with how they use their funds. With more citizens to cater to because of its size, it’s understandable why the use of more advanced technology is seen first in larger cities. Adopting e-government allows municipal governments to reach and engage with more citizens in more efficient ways. Citizens in a municipal government can better rely on getting the information and resources they need regardless of their geographical location with the help of e-government. Statistics also show that larger governments are more likely to adopt e-government because “they have more stakeholders and, compared to small governments, must be more sensitive to citizens’ demands for more efficient government” (Moon & Norris, 2005, pg. 56).
