At first glance, I thought it might be a little extreme to fire someone for a clerical error. After reading the article by Kristina Torres, I tend to believe it was appropriate to terminate the employee. It was reported some of the violations were sharing login information, working around policies, failure to report the breach, and placing sensitive data on the computer rather than the network. There were multiple points where the data breach could have been prevented or stopped.
The policies are in place to maintain a safe environment for personal and private information. When an employee circumvents these policies for a shortcut, it places the data at risk of being compromised. The appropriate steps are most likely termination and possibly litigation. The voters in Georgia put their trust in the system, and they were let down.
