M E M O R A N D U M To: Public Health; Planning & Zoning; Parks & Recreation From: Iola Lainson, Manager – Storm Water Quality Division Re: City of Kelsey Watershed Management Report

Next month, the mayor and the city council will be considering short- and long-term proposals regarding the environmental quality of the City of Kelsey. They will be reviewing reports and viewing presentations regarding many aspects of the City of Kelsey ecology including air quality, use and management of natural resources, land use, water quality, economic growth, population trends, and so on. I have been tasked with preparing a report and presentation on the status of the City of Kelsey watershed. I will need help from your departments to prepare the report.

The report will need to cover a number of areas, including the following:

• A review of hydrologic features present in the watershed • Drinking and irrigation water sources, including aquifers and Lake Lora • Effects on the watershed from land use and runoff • Effect of precipitation on the watershed • Effects of evaporation and evapotranspiration

I would welcome your input as to how much detail we need to go into with regard to characterizing possible contamination in the alluvial aquifer or possible improvements to the

city’s water treatment plant. I think the focus should be on the sustainability of the water supply. Will we have enough water to support future growth? How will current and future land usage and human activities affect the water supply? There are some private wells drawing water from a bedrock aquifer that underlies the northern part of the city. Those wells are only for private use and they do not contribute to the city water supply. Do you think we should include these wells in the report?

Given how important the river is to the economy of the City of Kelsey, we have to include the river as part of our analysis. Does anyone know the outcome of Mr. Roselli’s memo? I think the issues raised by the memo should be addressed in the report, and I look forward to your input.

Any additional information your departments might have regarding these items would be helpful. Please gather any information you have that would affect the watershed and its management. We can discuss the report next Tuesday afternoon. I’ll book a conference room for us. Thank you.
