When Richard Allen Davis sexually molested and murdered 12-year-old Polly Klass, the question most people asked was why was this one man crime spree out on the streets and thus capable of committing this crime. Almost overnight, in reaction to this case, "three strikes" laws were enacted nationwide. Do you think "three strikes" laws serve a useful purpose? Do such laws provide a useful policy initiative for controlling criminal behavior? Why or why not?
