What do you tell her?
I would tell the teacher that she can only be permitted to attend emergency appointments during staff meetings. Emergencies will be defined as sick, family members sick, or child or spouse needs to be picked up due to an emergency.
When is it permissible to allow one of your staff to miss staff meetings?
It is only permissible in the case of an emergency. The emergency will have to be documented and reported to human resources. Therefore, it would be fair to all employees, therefore administration will not show partiality.
Should teachers know the rules in advance, or will you consider these kinds of requests on a case-by-case basis?
I feel teachers should know the rules and the rules should be explicitly stated in their school’s handbook. Therefore, teachers know the rules and consequences. It will also eliminate the principal showing partiality among the staff. I also feel that Human Resources should send a representative to every school once a year to discuss major rules and policies. Therefore, they know it is a district policy and not an individual principal rule.
Will allowing this teacher to keep her hair appointment set precedent for future meetings in your building?
