As economies worldwide continue to evolve, employers increasingly seek candidates with advanced education and specialized skills, making higher education vital for securing desirable job opportunities (Bernatonyte et al., 2019). By equipping individuals with knowledge, critical thinking abilities, and technical expertise, higher education institutions empower graduates to thrive in various professional domains (Baciu, 2020). Furthermore, higher education institutions often provide students with invaluable networking opportunities, internships, and comprehensive career services that enhance their employability and facilitate a seamless transition into the workforce (Jones & Smith, 2017; Miller, 2019). To optimize the benefits of higher education concerning employment, policymakers and educational institutions should prioritize the implementation of the Youth Employment Initiative (YEI), a policy program that provides financial support to member states with high youth unemployment rates, fostering partnerships between educational institutions and industries to enhance graduates' employability and facilitate their successful integration into the labor market (Dingeldey et al., 2019).

Literature Review

Introduction

The rapid expansion of higher education in various countries plays a crucial role in the triumphant entry of graduates into the labor market, with lower education levels hindering this progress (Bernatonyte et al., 2019). Solving this research problem will enlighten society on why higher education levels and qualifications give citizens a better chance of entering the labor market, with more excellent social outcomes and income distribution. The literature review comprises articles that surround the topic of the relationship that exists between higher education and employment. The articles in the literature review consider multiple factors, including the level of education, employment, and unemployment rates, the satisfaction of graduates with their jobs, and the impact of the financial crisis on graduates’ employment outcomes. The literature review utilized databases available through the Monroe College Library, namely ProQuest and EBSCO Host, to gather relevant information and conduct research. The terms used to search for and obtain relevant literature include education, higher education, higher education institutions, employment, unemployment, university graduates, and financial crisis.

Review of Literature

Education and Employment in Lithuania

Bernatonyte et al. (2019) researched Lithuania's labor market for graduates from 2005 to 2014. The goal was to assess the relationship between the job market and the level of education of scholars in Lithuania. The authors were keen and specific in analyzing how the level of education can affect employment rates in the country. The authors analyze and synthesize existing literature and continue to analyze the employment and unemployment rate systematically. The first approach was to investigate the changes in jobs and the unemployment rate at the education level. The second approach by the authors was specific in identifying whether there was a relationship between post-secondary education and employment rates in the nation. The study revealed that rising levels of education correlate with increasing percentages of the population with employment. Additionally, the lower level of education resulted in a lower employment rate, especially for those with elementary education only. Postgraduates had the most significant employment rates (Bernatonyte et al., 2019).

On the other hand, Bernatonyte et al. (2019) researched the relationship between employment rates and the level of education in the job market of Lithuania for the period 2005 to 2014. The research aimed to assess how employment rates in the country correlated to the level of education potential employees attained. The authors examined Lithuania's employment, education, and unemployment rates through a systematic statistical data analysis. The Eurostat database represented real labor productivity, employment, and unemployment rate. The researchers subdivided the levels of education into three distinctive groups to help assess how these influenced the labor market. Data showed that employment rates increased with educational attainment between 2005 and 2014. According to the results of the analysis, the level of education indeed affected the rates of employment. In other words, the higher the level of education, the higher the probability of getting a job in Lithuania. Graduates from higher education had the most effective employment rate in 2014 (88.4%). The employment rate for post-secondary scholars was 64.6%, as opposed to 19.5% for those with lower secondary education (Bernatonyte et al., 2019). A higher education level guarantees a rise in employment.

Education and Employment in Western Balkan Countries

In the same way, Hajdari and Fetai (2022) researched 2021 the six Western Balkan countries to determine if education affects the job market. The researchers aimed to determine whether a relationship or correlation existed between these countries' job markets and the potential employees' educational attainment. The authors used quantitative research through specific regression models to determine the correlation. The authors rely on two kinds of regression models to analyze the data. The authors used a reliable number of respondents from the six countries. The regression models affirmed that all variables had an impact on the levels of employment. However, the satisfaction of graduates-turned-employees was the remaining variable with a negative correlation (Hajdari and Fetai., 2022).

Similarly, Hajdari and Fetai (2022) conducted research in 2021 to evaluate data on a cumulative basis for six Western Balkan countries to investigate how education levels connect to employment in these countries. Through quantitative analysis, the authors gathered information in the year 2021 and ensured to include a good sample size from these countries. The researchers used two regression and econometric models to analyze the impact of independent factors on the dependent variable. Since the dependent variable is dichotomous, the study incorporated these two regression models. The two regression models were the best for the research since both would allow the researchers to establish a connection between the variables. The result demonstrated that individuals with higher education were 30% more likely to be employed than individuals with lower levels of education (Hajdari and Fetai., 2022). This finding suggested that the variable of education positively impacted employment. The result indicated that people would have a 30% higher chance of finding a job if they went from an elementary or secondary school to a university education. The age variable also positively correlated to employment as an older age meant higher chances of employment than vice versa.

Employment Outcomes During Crisis Periods

In contrast to the first and second research, Baciu (2020) embarked on research activity in 2020 to understand how the financial world influenced how 772 scholars landed employment after graduation. The author analyzed the employment rates of graduates during the global downturn that affected the world's economy. The author used quantitative and qualitative analysis to compare two cohorts of graduates during and after the financial crisis. The author compared the first group of learners who graduated during the 2008-2013 crisis to those who graduated in 2014-2018 after-crisis. The study was conducted in Romania. The research considered several employment outcomes that graduates faced when dealing with employment. The investigation revealed that those who graduated during the crisis had a more extended job search period. Graduates during the crisis needed help finding a job, especially the first few months after completion of their studies. Baciu (2020) investigated how the 2007–2008 financial crisis and the unfavorable labor market conditions affected university graduates' employment prospects when they entered the workforce. The study aimed to comprehend how adverse macro-level conditions affect university graduates' career prospects over the long run.

The researcher performs research that compares how graduates before and after the global economic downturn encountered different circumstances when entering the job market. According to the data analysis, the overall sample 736 had an average job search duration of 4.4 months after graduation (Baciu, 2020). The researcher revealed that looking for a job during the crisis was incredibly troublesome compared to those who completed studies after the problem. One-third of them claimed more than ten years of experience. However, only roughly 28% of graduates in the post-crisis period of 2014 to 2018 reported having more than five years of job experience, while the remaining graduates, 72%, reported having a total of between one and three years (Baciu, 2020).

However, the focus of these articles and data collection strategies are different. Bernatonyte et al. (2019) examined the employment rates in Lithuania and how they correlated with the level of education. On contrary, Baciu (2020) focused on the impact of the 2007-2008 financial crisis on graduates’ employment prospects. Lastly, Hajdari and Fetai (2022) investigated the connection between education levels and employment in six Western Balkan countries. Bernatonyte et al. (2019) analyzed and synthesized existing literature on the relationship between higher education and employment. Baciu (2020) conducted original research comparing cohorts of graduates before and after the financial crisis. Hajdari and Fetai (2022) similarly gather first-hand data through surveys in six different countries in the Western Balkan region.

Investigating employment trends in various industry sectors can help gain a comprehensive understanding of the job market, and this will influence employment and guide policymakers in formulating effective strategies to enhance employment opportunities.

Firstly, it is crucial to prioritize higher education as it has been found to positively influence employment rates, productivity, and lower unemployment risk. Increasing the level of education in the population, particularly tertiary education, can help to raise the overall employment rate in Lithuania. Additionally, considering the effects of the financial crisis on the labor market, it is essential to implement measures that address unemployment. The research suggests that individuals with higher education experienced lower unemployment rates during the crisis than those with lower education levels. Furthermore, when comparing the impact of Lithuanian higher education with other EU countries, it is essential to analyze the correlation between the share of the population with tertiary education and employment rates. The study highlights that the correlation varies across countries and is often negative, indicating challenges in the labor market recovery. The second article emphasizes the importance of government programs in supporting employment, especially during crises. The study suggests that governmental initiatives, such as subsidy programs targeting youth employment, can significantly impact integrating graduates into the labor market.

Youth Employment Initiative (YEI) is a policy program the European Union (EU) implemented to address youth unemployment and improve youth access to the labor market. The initiative provides financial support to member states with high youth unemployment rates, enabling them to implement measures that promote youth employment. The Romanian government implemented a subsidy program as part of the YEI to increase youth employment by providing financial incentives to graduates and their employers (Dingeldey et al., 2019). In 2008, almost half of the employed graduates in Romania secured jobs through subsidized employment, demonstrating the program's positive impact on the work integration of young graduates (European Commission, 2014). Although the percentage decreased in subsequent years, the program still greatly facilitated employment opportunities for graduates. To achieve the recommendation of implementing a targeted subsidy program for employers hiring young graduates, Lithuania can follow the example of the Romanian subsidy program under the YEI. The Lithuanian government can allocate financial resources specifically for this purpose, offering subsidies or grants to employers who hire young graduates. This would incentivize companies and organizations to invest in young talent's employment and professional development (Dingeldey et al., 2019). The program should include clear eligibility criteria, such as the targeted graduates' age range and the subsidy duration. Regular monitoring and evaluation of the program's effectiveness should also be conducted to make necessary adjustments and ensure its successful implementation. Collaboration with employers' associations and industry representatives would be crucial in effectively designing and implementing the program (Dingeldey et al., 2019). Additionally, promoting the program through various channels, such as career fairs and online platforms, would help raise awareness among employers and young graduates about the benefits and opportunities provided by the subsidy program.

Conclusion

The Youth Employment Initiative (YEI), a policy program providing financial support to member states with high youth unemployment rates, should be promptly implemented to optimize the employment advantages of higher education by fostering partnerships between educational institutions and industries, enhancing graduates' employability and facilitating their successful integration into the labor market (Dingeldey et al., 2019). The growing corpus of research reveals the strong influence of higher education on employment outcomes, illuminating the significance of educational attainment for effective entry into the job market (Bernatonyte et al., 2019). Higher education is essential for obtaining attractive work possibilities as economies worldwide continue to change, and businesses look for applicants with advanced education and specialized abilities (Bernatonyte et al., 2019). Higher education institutions enable graduates to excel in various professional sectors by providing them with information, critical thinking skills, and technological expertise (Baciu, 2020). A seamless transition into the industry is made possible by higher education institutions' frequent provision of students with vital networking opportunities, internships, and complete career assistance (Jones & Smith, 2017; Miller, 2019). The employment rates in Lithuania demonstrate the significance of higher education, with postgraduates enjoying an employment rate of 88.4% compared to 19.5% for individuals with only a secondary education (Bernatonyte et al., 2019).
