Abstract Currently there is an increasing trend for the demand of hospital beds. Due to the increasing cost of healthcare services and the aging of population, the hospitals need to pay more attention to integrate the resource management and hospital bed allocation. In this study, Gini coefficients and Lorenz Curve are used to predict the aging of population, which helps to build up the supply and demand curve of the hospital beds in the long time run. The Erlang Loss Formula is used to analyze the patient flow in the hospitals of the region with the different situations of area and the need for medical care. The Logistic model is used to predict the future outcome of allocation of hospital beds. In the next step, the optimization model is proceeded to get the optimal arrangement of hospital bed allocation.

1 Introduction
The demands for hospital beds are increasing under the current tendency of aging population. As the trend of population aging arouses great public concern, it also has a tremendous impact to the health care system and overall economic development. The usage of hospital beds thus should be considered to be a vital part for the public healthcare system. The aim of this paper is to exploit an efficient and practical way to improve the allocation of clinical beds. Real life situations can be seen when hospitals do not have sufficient beds available for their patients. Therefore, saving resources and using beds appropriately is of great significance for the progress of public and the growth of the whole economy.
The issue of the arrangement of hospital bed allocation has contributed to many important queries among economists in the literature for decades. Below, we will offer a brief review of the studies that illustrated and addressed the methods of building the optimizing model.
The analysis of the health resources allocation in China based on Lorenz Curve and Gini coefficient conducted by Fu Qiang (2017) has provided some evidences for optimized allocation. This study concluded that connotation construction and quality promotion are two essential points to optimize the resource allocation.
