Due to Collier County’s location on the Gulf of Mexico, the threat of a hurricane making landfall with its damaging winds, has the potential of severely impact the infrastructure. Down trees, damage to commercial buildings and homes, and loss of the power supply by the winds in excess of 156 miles per hour.

CORE CAPABILITY: Security and Rescue Operations

Capability Target

Within 72 hours, secure and rescue:  Provide security on roads and in neighbor hoods totaling 350,000

Threat/Hazard: Natural Wildfires

Context Description: (Describe the threat/hazard)

A lightning strike causes a 5,000-10,000-acre wildfire threatening 500 residential and small/medium commercial structures, as well as Critical Infrastructure/Key Resource (CIKR) sites in the urban interface. Because of this fire, 2,000 persons are displaced with 500 requiring shelter for a period of three days. There is a displacement of animals and livestock requiring the establishment of sheltering/housing specific to this population, no more than 100, for seven days.

CORE CAPABILITY: Provide Shelter and Assistance to those Affected

Capability Target

 Provide food and shelter for the livestock.  Provide food and shelter for residents affected by the fire.  Provide medical attention to residents affected by the fire.  Provide assistance to businesses affected by fire.

Context Description: (Describe the threat/hazard)

A cyber related incident resulting in the loss of system integrity to information technology systems that also severely compromises essential services. The event creates an inability for systems and their operators to understand, detect, and isolate the event, and destabilizes critical technology systems. One of the consequences is the inability to conduct financial transactions within the impacted systems.

CORE CAPABILITY: Identify/Isolate/Restore

Capability Target

 Determine the source of the threat.  Isolate the threat to prevent further damage.  Activate backup system to prevent further financial loss.  Remove threat from system.

Context Description: (Describe the threat/hazard)

Hazardous materials release into the atmosphere from a major Collier County chemical storage facility, prompting a shelter-in-place order within the immediate plume area, and evacuation orders for those outside of the plume in the direction the plume is heading.

CORE CAPABILITY: Protection/Response/Recovery

Capability Target

 Quarantine and contain the immediate threat.  Issue warnings and directions to the impacted area.  Provide shelter to evacuees not in the shelter-in-place zone.  Provide Medical care to anyone experiencing effects of the

contamination.  Clean up areas contaminated by the release.

Threat/Hazard: Active Shooter Terrorism

Context Description: (Describe the threat/hazard)

A coordinated active shooter incident targeting a local high school of approximately 1,000 students, using small arms and improvised explosive devices 1-2 gun man are suspected. The number of fatalities and injuries are unknown as well as the location of the gunman. There are still student and teachers inside.

CORE CAPABILITY: Contain and Rescue

 Capture/kill the assailants  Preserve any further loss of life  Defuse any improvised explosive devices  Evacuate hostages, injured, and dead and provide medical assistance  Secure and investigate the scene  Communicate with the pubic
