Thesis Statement: In the education sector, educational reform is better educational option as compared to traditional educational reform but it experiences difficulties in its development and implementation due to limited budgets, lack of enough resources and personnel as well as increased requirements of incorporating technology. Limited budgets |
Mario Claassen. Topic: Making the budget work for Education: Experiences, achievements, and lessons from civil society budget work. |
The relevancy of this source to my topic is that it is supporting the instance being studied. As an example, the article has managed to reveal that funds are available for facilitating the educational reform, but these budgets are never enough at all. As a result, the budgets must be made work so that they might fit and serve the intended purposes they are supposed to serve in the implementation of an educational reform. |

Lack of enough resources and personnel. |
Ian Scott and Paul Morris. Topic: Educational reform and policy implementation in Hong Kong. |
The above source is an important and rich article, and it is highly relevant to the subtopic. The manner that it is relevant for the above subtopic is that it has revealed that educational reform and implementation of a policy is important in the education sector. However, it is greatly challenged in that the available personnel and other resources needed for the implementation are never enough at all for enabling this implementation to be done effectively and fully. |

Need for including technology in the development and implementation. |
Rebecca Mora Rodriguez. Topic: Implementation process of technology: the case of blackboard 9.1 in the University of Manchester. |
The article is relevant in that it has revealed technology is required to be implemented and it goes beyond having a lot of computers in schools. The situation also entails having the relevant personnel that will run these computers. However, the situation is not all that simple since these computers are not readily available as they have to be bought and the personnel is not all that available. |
