Lays out the problem
Answers some or all of the ”journalism” questions:
How is this a problem?
Why is it a problem?
For whom is it a problem?
What is the scope of the problem?
Solution(s) section
About 90-120 words (no more)
Raises one or more possible solutions
Some problems only have one solution—usually, “stop doing that”—but most have more
Types of multi-solution papers:
Options
Program
Sub-problems
I’m not going to hold you strictly to what you say in this section: Do the best you can at this point. (Remember the Research section.)

Highly formulaic language:
“My audience for this essay will be…(fill in the blank)”
“For the purposes of this essay, I will adopt the role of... (fill in the blank)”
“My purpose is to...(fill in the blank)”
Note that purpose = audience + solutions.
Research section
List three sources you expect to use in your essay
Any three sources, including a personal interview
If you’re not sure about solutions, you can use your research to find some
Again, I won’t hold you strictly to the sources you list here
Again, note formulaic language: “My research into this topic….” (See sample proposal)
Be sure to document your sources properly using MLA 8 style
