TECHNICAL PROPOSAL GUIDELINES

What is it?

Consultants submit technical proposals when competing for contracts to demonstrate their technical qualifications to complete a project. Clients, such as FDOT, have technical review committees evaluate and rank firms based on their proposals. Finally, a selection committee made up of senior managers evaluates the technical review committee’s recommendations and makes a decision to hire a consultant.

What do you need to do?

Your assignment is to write a technical proposal as if you were competing for a contract with FDOT to design construction plans for a roundabout at the intersection of SR 972 / SW 13 Street/SW 3 Avenue/Coral Way at SW 15 Road in the city of Miami, FL.

You must choose a company name and branding for your team. You will use the same branding and format for all your submittals throughout the semester. Think your branding strategy carefully. You want your clients to identify and remember you. For example, most everybody identifies company logos such as golden arches or a red target with MacDonald’s or Target.

What do you need to include in your technical proposal?

Your proposal must include the following:

1. A one-page cover letter that introduces the company to the client. The letter should summarize your qualifications and remind the client why they should pick your company.

2. Understanding of the scope of services: You must include a discussion on the project scope of work, which you may find in the course syllabus. You may find design criteria in 2019 FDOT Design Manual (https://www.fdot.gov/roadway/fdm/2019fdm.shtm)

3. Awareness of project issues: You must include the project’s existing and proposed conditions such as roadway classification, typical section, posted speed limit, pavement conditions, horizontal and vertical alignment features, drainage, utilities and railroads, safety issues, traffic characteristics, signing, pavement markings, signalization, and lighting. Identify all deficiencies that you find and how you plan to fix them. For example, deficient pavement, high crash locations, sub-standard pedestrian features, roadside hazards, inadequate intersection sight distance, bicyclist facilities, American with Disabilities Act deficiencies, etc.

4. Project management and staffing: You must include resumes for each of your team members. All resumes must have the same format, include a professional-looking photo, and your relevant experience. Include academic experience that applies to the scope of services, internship experience, school projects that you worked on, engineering experience if you have it. Do not include personal contact information. You may use FIU’s address if you wish. You must also include an organization diagram (staffing chart) for the company showing what each team member will be responsible for. No sub-consultants. You also need to include your team approach to ensure a successful project delivery.

· Aerial and street views available from Google Earth/Maps or any other online application. In-person field reviews are not mandatory, but if you decide to go to the field, make sure to practice social distancing and safety.
