The net effect of imitation is the relative balance between underlying market growth, new entrants, and industry exits, dictated by where an industry is in its life cycle. By rephrasing the issue in this way, the possibility for entrepreneurs to overcome present legitimacy challenges and build a new set of norms, paving the way for an emerging industry to succeed, is emphasized. When external reliability evaluations are unavailable, maybe cooperation by reducing, stylizing, symbolizing, and ritualizing problems: by coding them in the convention (Schunn, 2018).

Strategy theorists have long advocated for uniqueness and imperfect imitability as means to achieve a long-term competitive advantage. May determine the international policy via bilateral conversations and the contractual exchange of explicit commitments in treaties. National political leaders, whose influence would be limit by creating a layer of government above them, are adamant about maintaining national sovereignty. Administrative law procedures help ensure that delegated decision-making is free of agency concerns like corruption or self-interested bias. Development policy is one area where politicians have a significant impact on business. Companies often want to work with government agencies to get risk insurance or enter new markets (Mare, 2019).

The fact that decision-making authority is divided across several levels, making precise responsibility for outcomes harder to establish, does not distinguish international from national governance. However, in established businesses, management may endanger the investments of small shareholders with limited life savings or the pensions of employees with fixed retirement assets. While rules are necessary for a successful company, too many restrictions and layers of bureaucracy may stifle innovation and keep companies selected in their ways in the face of changing economic realities (Schunn, 2018).
