INTRODUCTION: |
The Kelsey Police Department has been, over the years, maintaining law and order, as well as, protecting citizens of Kelsey, saving lives and fighting crimes. The department’s key concern is safety for the community as it strives to “remain at the forefront of professional policing” (Cordner, 2016). With the aid of the citizens, and teamwork and commitment among the police officers, detectives, and the chief, all members of the department are able to perform their role to the community effectively (Teacher, Law 2013). The department ought to develop strategies and tactics to ensure the order is maintained in the community and to generally improve the services they offer. This, therefore, shows the importance of the formulation of a strategic plan. In regards to the police department of Kelsey, development of the strategic plan involves these series of questions that must be addressed: 1) What is the current situation of the department? 2) Where does the department want to be in a number of months/years? 3) How will it get there? 4) How will it know it has achieved its goals? These questions will provide a guide to the formulation of an effective strategic plan that will serve as “the roadmap to guide the department towards achieving its mission” (Cordner, 2016). |

MISSION STATEMENT: who we are, how we work toward our vision, and what makes us unique |
It is the mission of the Kelsey police department to reduce crime and fear of crime, safeguard community members and property in the community of we serve. Enhance public safety and improve the communities quality of life while working with the diverse individuals. Our motto is to protect and to serve. We also mandate our highest standard with honor and integrity, at all times. We will conduct ourselves with high ethical standards and enforce the law according to the constitution of the United States. |

VISION: where we should go and why |
The Kelsey police department is fully committed to be the best police department. It is a leader among several urban police departments. We have world class talented officers and professional staff. We proved the highest standards of performance, best practices in constitutional policing, accountability and the values of the world class police department. Kelsey police department is striving to maintain public safety and have the trust from the community. |

The rationale for the strategic plan's mission and vision statement and why it is important |
The justification for a strategic plan’s mission and vision statement is simple, since communication is a key element that helps deliver a clear message. Therefore, the mission and vision statement will help communicate those goals to the entire police department as well as the public. The SWOT analysis method is very helpful that can be applied to different situations. Assessing the police department’s strengths, weaknesses, opportunities, as well as the possible threats that can arise will, can help create a mission and statement appropriate for the agency. The SWOT analysis method is also helpful in specific situations, such as solving reoccurring issues the department faces. The strategic plan’s mission and vision statement also helps with forecasting issues that can arise in the long run. Therefore, a strategic plan’s mission and vision statement are imperative in order to inform the goals and outcomes of the agency in order to reduce future crime, issues in the agency, as well as keep the police department focused on the objective to help the agency become the most efficient.

Expand and enhance recruitment and retention efforts to support anticipated retirements and personnel increases Objectives: Additional training will be provided with focus on career development Staffing will reflect the community Recruitment program to improve on a regular basis
Professionalism at its best Objectives: Community input through developed surveys to identify opportunities within the department Policies and procedures will be updated and all personnel notified in a timely manner All staff will be held accountable and within a reasonable amount of time

SHORT-TERM GOALS: what will be done YR1, YR2, YR3, etc. |
The Police Department of Kelsey has established a list of goals, some of which are long-term and others short-term that are to be accomplished within a one-year period. Most of the identified goals will only be achievable with the help of citizens of Kelsey, as well as with the aid of other departments within the city of Kelsey. Although these goals might bring a challenging front to the already established budget, efforts will be put to ensure no negative effect is faced. However, a number of these goals will be labor and staff intensive.
The list of the proposed short-term goals is as follows: 1. Improving the Kelsey Police Department Policy and Procedure Manual 2. Correct the parking situation at the Kelsey Police Department 3. Lower the rate of crime by at least 15% 4. Increase grant funding 5. Increasing the office staff to reduce the workload 6. Enhance the community’s safety 7. Strengthening the division of police strategic plans 8. Improve Division of Police (DP) operations 9. Enhance roadway safety 10. Formation of a community advisory board 11. Quarterly community meeting 12. Introduce community campaigns, such as “Putting Our Community First” 13. Purchase an average of eight more electronic ticket writers 14. Improved communication 15. Implement useful Management Information Systems The key goal is lowering the crime rate of the community to ensure safety to all individuals. Improving the Kelsey Police Department Policies and procedures through review written processes and procedures, rewriting the manual order of rules and procedures, converting policy writing from a contractor to an FTE, train staff on new directives as they are developed and issued and such initiatives is also as important. Improving DP operations is also as fundamental as the goal stated above since the department will be able to stay ahead of potential threats. Implementation of useful management information systems and improved communication will play a huge role in the realization of the strategic plan. With the realization of the listed short-term goals, the department will effectively protect the citizens and serve the community without negatively affecting the budget. The community will remain a safe environment for its citizens, hence, achieving its key goal of maintaining law and order and protecting the citizens of Kelsey (Gold, 2014).
