Staying Current in the Ever-Evolving Field of Administrative Law
In theory, administrative rulemaking by unelected bureaucrats is much less democratic
than publicly-debated legislation enacted by popularly-elected representatives. The
unelected bureaucrats routinely endeavor mightily to support the common good of the
public-at-large by manning the routine (and often thankless) daily processes of
transactional governmental bureaucratic organizations with a far greater focus on cost-
benefit than a transaction/per-unit cost. While individual per-unit costs are the bedrock
of any business model within the manufacturing industry, such a metric often rings hollow
within the realm of public administration where cost-benefit analysis rules supreme. For
example, the number of widgets a particular lineman can assemble each hour on a
particular assembly line generates X-amount of profitability for the company (minus
his/her hourly wage) which justifies his/her position on the assembly line. That same cost-
benefit standard would be exceedingly difficult to apply to a Transportation Security
Agency (TSA) assigned to a luggage screening station at your local airport. While your
fictitious TSA agent will likely have a desired per-bag/per-passenger screening time goal
for each of the hundreds of passengers that agent may screen on any given day, some
passengers will require additional time and potential assistance than others. It is
important to remember that the primary focus of the TSA agent is to conduct a full safety
screening of every passenger (and/or piece of luggage) that comes through an assigned
screening station, regardless of how long it takes. This is because a full accounting of
passengers and luggage entering the airport is FAR more important than achieving an
ideal security processing time, especially considering the potentially deadly costs of
allowing a single dangerous weapon to be smuggled onboard a commercial airliner.
For those aspiring public administrators, this introductory administrative law course is just
the beginning of a long professional journey. While individual policies/programs, as well
as individual congressional, judicial, agency-level representatives, will continue to change
on a regular basis, the fundamental processes of administrative rulemaking, formal
adjudication, need for transparency, and higher-level federal oversight is very likely to
continue unabated into the foreseeable future. Keeping abreast of significant court
decisions and major statutory legislation changes will be an important way to remain
proactively engaged in this ever-dynamic and evolving public administration career field.

For this assignment, you are once again a graduate-level teaching assistant for the
freshman-level Public Administration 101 course at a traditional state university. This
week's lecture will be the last class lecture of the semester before the review for the final
exam. Your task is to develop another concise presentation for the same 45-50
undergraduate students.
Include the following in your lecture:
Explain what you envision as the most significant challenges facing tomorrow's
public administrators as you look towards the future.
Determine if ever-evolving technologies aid or detract from the collection of
regulatory data. Specify how professional bureaucrats should navigate the ever-
shifting political landscape while ensuring continued transparency, due process,
and equal protection against the backdrop of hyper-partisan politics and
increasingly vocal, engaged interest groups.
Incorporate appropriate animations, transitions, and graphics as well as speaker notes for
each slide. The speaker notes may be comprised of brief paragraphs or bulleted lists and
should cite material appropriately. Add audio to each slide using the Media section of the
Insert tab in the top menu bar for each slide.
Support your presentation with at least five scholarly resources. In addition to these
specified resources, other appropriate scholarly resources may be included.
Length: 12-15 slides (with a separate reference slide)
Notes Length: 200-350 words for each slide
Be sure to include citations for quotations and paraphrases with references in APA format
and style where appropriate. Save the file as PPT with the correct course code
