Special Meeting 

Notice is hereby given to members of the City of Kelsey Parks & Recreation Department and the  general public that the City will hold meetings open to the public on August 3‐4 in the City  Council Chambers. One or more members may participate via teleconference.  

The agenda for the meetings is as follows:  

1. Call to Order  2. Review and approval of minutes from previous meeting  3. Stanley Park Site Plan, Water Use Needs Analysis, and Air Quality Needs Analysis 

presentation  4. Call to the Public: Those wishing to address the Council need not request permission in 

advance. Action taken as a result of public comment will be limited to directing staff to  study or reschedule the matter for further consideration and decision at a later date.

Stanley Park Site Plan 

The City of Kelsey has experienced a steady, significant rise in population over the last several  years, and this trend is expected to continue. The Parks & Recreation Department has seen a  large increase in the use of its facilities and is not always able to accommodate daily use and  special requests. The City Council has decided there is a need for additional recreational  facilities for its residents and proposed the construction of Stanley Park to meet these needs.  

The proposed community park will be constructed on a vacant 60‐acre city‐owned lot with  access from one surface street to control traffic. See the attached Site Plan for park layout. The  park will include the following facilities: 

• 8 multipurpose athletic fields   • 4 basketball courts  • 2 volleyball courts  • 2 beach volleyball courts  • 4 tennis courts  • Enclosed skateboard plaza   • Aquatic facility with lap pool and diving pool  • Playground with water play area  • 6 ramadas  • Enclosed dog parks  • Paved path encircling athletic fields  • Restroom facility near athletic fields  • 35,000 square‐foot community center with full gymnasium, fitness center, game room, 

dance room, and meeting rooms 

• 320 square‐foot Police substation with holding facility in the community center

Project:  Stanley Park Proposal  Task:  Water Use Needs Analysis for proposed Stanley Park 

The City Council, in conjunction with the Parks & Recreation Department, has determined the  need for additional recreational facilities and decided on the construction of a multifacility  community park.  

As part of the preconstruction planning, the City requires a needs analysis of the water use for  the proposed park that includes the following: 

Totality of needs for athletic fields, pool and water play area, community center, water  fountains, restroom facilities, dog park, and general park landscaping 

Comparison of quality parameters for water purification and wastewater treatment  Description of common technology used for primary, secondary, and tertiary 

wastewater treatment  Description and evaluation of common treatment system technology used in drinking 

water and wastewater treatment systems  Review and evaluation of common storm water volume and controls  Recommendations for changes or upgrades to such systems to accommodate the park

Project:  Stanley Park Proposal  Task:   Air Quality Needs Analysis for Stanley Park 

The City Council, in conjunction with the Parks & Recreation Department, has determined the  need for additional city recreational facilities and decided on the construction of a multifacility  community park.  

As part of the preconstruction planning, the City requires an air quality analysis for the  proposed park that includes the following: 

• Identification of air pollutants and their sources, including greenhouse gases and  associated control technologies 

• Description of the operation and application of common air sampling and monitoring  technology for identified pollutants 

• Recommendations for three pollution control technologies for stationary and mobile  sources of gases, particulates, and noise for sources of identified pollutants 

• Evaluation of recommended technologies to meet the park’s needs

On Monday, our educational technology consulstant will give a presentation on planning and analysis for the computer lab to be constructed in the Stanley Park Community Center.

The preliminary scoping studies for this project were integrated into prelimary planning for Stanely Park. A summary of findings follows:

• 65% of park needs survey respondents indicate that they “want computer access and training at the community center” (survey response rate, 46%).

• Competing demands limit lab and support space to 400 square feet at the northeast corner of the building. The layout of this space is flexible, and it will be connected to the center’s centralized HVAC system.

• Prior city experiences this decade with technology labs indicates feasibility: o 2005: Haynes Library constructed with computer support o 2006: Southside Technology Annex created at Southside Community Center with

14 Apple Macintosh computers o 2008: Downtown Community Center opens with 31-terminal Microsoft®

Windows® network o 2009: Wheeler Community Center opens with 16-unit MacBook® mobile lab.

• $80,000.00 available from 2007 Open Spaces bond to construct and equip lab. • No data lines currently reach below the Stanley Park footprint, but trunk lines run in the

right of way south of Stanley Park.

• No additional funding currently exists for expanded programs or support within the community center.

• Enrichment program funding currently used at the other community centers is not earmarked, but constituencies in each neighborhood will react negatively to a reduction in services. Currently there are no networked or distance-learning programs offered at any of the community centers.

Meeting Minutes Meeting: Stanley Park Community Center Technology Annex – Public Comments Date: July 8 Location: City Council Chambers Facilitator: Ai Schweiner, Parks & Recreation Attendees: Lucien Reidenbach, citizen Hilde Zummo, citizen Cathi Mishulovin, citizen

The meeting was called to order at 7:02 p.m. Ms. Schweiner explained that the purpose of the meeting was to elicit public comments regarding a plan to add a technology lab to the planned Stanley Park Community Center. In order to focus the discussion, Ms. Schweiner presented the attendees with the following questions: Who do you believe will use the technology lab?

Discussion: Mr. Reidenbach said he thought his children would use the technology lab. He also thought senior citizens might like to use the facility. Ms. Mishulovin agreed and added that classes should be offered to parents as well. The question arose as to when the various groups would use the technology facility. They felt that children would be most likely to use the lab on nights and weekends to do homework and during the days in summer. Senior citizens would probably want to use the facility during the days. Parents would join their children on nights and weekends or, possibly, while their children were involved in sport practices during the evenings.

Conclusion: The facility will be used by children, teenagers, parents and senior citizens.

What facilities would you like to see incorporated in the technology lab?

Discussion: Mrs. Zummo said that there should be printers and computers. Mr. Reidenbach agreed that there should be printers and computers and also a wheelchair ramp. Ms. Schweiner asked what kinds of computers (laptops or desktop) and what type of furniture (desks? Chairs?). Ms. Mishulovin thought probably desktop computers. Mr. Reidenbach said he didn’t know much about computers, but would be worried about theft. Ms. Schweiner inquired about privacy concerns. Mrs. Zummo said

that she saw no need for privacy. Ms. Mishulovin agreed that if there

was no privacy, people wouldn’t be looking at porn. Mr. Reidenbach asked what about people trying to do their taxes. Ms. Mishulovin agreed that that would be a different situation. Mr. Reidenbach said that the facility would need furniture and security cameras to prevent theft and graffiti.

Conclusion: The facility should have desktop computers or, if appropriate, laptop computers. The facility needs to be handicap accessible. It will need furniture and security equipment.

Would you prefer open computer time or specific programs offered by the center? Discussion: Mr. Reidenbach believes that users must be supervised and have

direction. Mrs. Zummo disagreed saying that adults should have free access to make use of the computers. Ms. Mishulovin wants program offerings like those at the Southside Community Center. Ms. Schweiner brought up the issue of funding and said that sending a teacher out to each of the community centers to teach a given course is very expensive. She asked the attendees what they thought of distance learning. Ms. Mishulovin believes that networking with the other community centers to increase offerings would be ideal. Mrs. Zummo agreed that networked distance learning would be good, but felt that it would only be fair if some of the classes were presented at the Stanley Park Center and broadcast to the other community centers. Mr. Reidenbach felt that teleconferencing or Web conferencing would be cost effective for the city. Everyone agreed that an attendant was needed for supervision and basic technical support.

After answering the presented questions, Ms. Schweiner asked if there were any other questions or issues that the attendees wanted to raise or discuss. No one responded. Ms. Schweiner adjourned the meeting at 8:17 p.m.
