Social welfare policy paper

· The purpose of this assignment is to provide students opportunities to research a U.S. social welfare policy and its impact on target populations.  Students will provide a historical overview of the policy, a discussion the of target population, eligibility criteria, and other factors (see details below). The paper topic is Welfare Reform (TANF)

 The paper has 4 parts and include the following:

Basic Format:

1. A brief historical overview and discussion of the policy. This includes the development of social welfare policy, an explanation of how social policy impacts society, its intent/purpose, and values that underpin the policy.  

2. A description/discussion of the target population including who benefits, who does not benefit, and other eligibility criteria.

3. A discussion of a global social welfare policy that addresses a similar social welfare topic.

4. Triggers for change, conflict, and social movements that support the need for the social policy.

 Some topics of investigation:

· The final paper should be 10 (does not include the title page, abstract, and the reference page)

· The paper must be double-spaced, numbered, one-inch margins, 12-point font, free of grammatical and spelling errors, and APA formatted.

· In assessing your written work, attention will be given to style, grammar, organization, presentation, and content. Work that is not acceptable may be returned without a grade and you have an opportunity to resubmit with deducted points.

Grading Rubric:

[40 points] Required Concepts

_____(10) Identify and discuss the historical  overview of a social welfare policy and how this policy impacts society overall.

_____(5) Include a description of the target population within the context of the paper.

_____(5) Include a discussion of ideology and values that underpin the social policy.

_____(10) Discuss a critical analysis of the policy in light of its stated intent:  Does the policy “do” what it intended to do? If not, why? 

 _____(10) Research and choose a global social welfare policy.  Compare/contrast it with your chosen policy.

 ____(10)  Purpose/Audience: Demonstrates with originality a thorough understanding of purpose of assignment, audience, and opposing arguments.

_____(10)  Syntax/Mechanics: Demonstrates command of mechanics, syntax, and vocabulary with clarity and fluency.

 [20 points] Citations and Articles

_____(10)  Include at least five articles from peer-reviewed academic sources (besides the text) and properly cited in the text.
