Social Media Determines Efficiency of Modern Emergency Management

Group Proposal Paper Assignments

A copy of the completed group project paper AND the file containing your group peer evaluation forms are to be uploaded to each of your assignment folders not later than 

25 percent of your grade will depend on your Group Proposal Paper. I am aware that many of you loath group projects, particularly those of you with poor experiences in the past. But the reality is that nowhere in emergency management are projects a solo endeavor. It is incumbent that you learn how to successfully be a part of a project team. As in real life, you don’t get to pick your team members.

 

Students will work in a group of three to four people on this assignment. The grade of the paper is 80% instructor assigned for the final product, and 20% peer assigned for participation in the group.

Your paper must be rooted in a problem. One identified by a credible and influential source is best; however, the group can also come up with one. Once the problem is identified it should be analyzed. Why is it significant? Is this a new or old problem? What are the implications of this problem etc.….

After the analysis, one should first evaluate solutions (at least 2 but probably more than that) and then make a recommendation. Refer to the Communications Technology Evaluation exercise for a way to do this. I am interested in understanding what criteria you selected, why and how you went about ranking.

Next make a recommendation. Discuss why you made that recommendation, and the implications of doing nothing. Be sure to think of the paper as building an argument or convincing your boss to do something. Use lots of evidence and support. Make your argument credible by using a transparent process. Make the paper read well, keep the reader interested and engaged. Use visuals when you can.

An alternative is to do a case study of a historical or current issue, problem or disaster.

There are different social media sites, which are essential and critical for information dissemination. The vital role and observation in to gain, develop and effectively increase the necessary resources such as how to effectively improve and increase communication. There is also the challenge and effects of meeting the necessary demands to improve sharing of videos and photos. Sites such as Twitter, Instagram and Xing offer a two communication for sharing information and personal photos. The application of these sites does not fully integrate one to share and use personal information instead; it applies to the integration and improvement for sharing personal photos and images or small videos. On the other hand, social sites such as Facebook and LinkedIn have been used by different groups, people and the community in sharing personal information, professional and marketing from different groups. Facebook nowadays allows individuals to form private and public groups to help in improving information sharing and how to effectively increase operational effectiveness. There is also the need for interacting with different resources such as managing a business and pushing for public opinions on the platforms.

The government should effectively interact with the social media platforms to engage the social media community towards a common platform and edge. The use of the social media becomes social elements conforming to the rise, use and operational effectiveness such as improving to meet the demands, necessities such as operational interactions and how to meet the social media platforms. The community and public sometimes fail to be protected by the safety organization such as private information can be used to commit a crime and implicating the community such on propaganda and creating a public disorderly. As a result, it is also important to develop the necessary platforms for using social media as a result of keeping the public updated and offering the necessary platform to keep for reforms such as governmental portal and community programs.

A common engaging aspect in the modern community is the use of social media by the government for information dissemination. For instance, there is the use of social media in meeting the information dissemination such as through policing, effective development and increasing operational safety such as public warnings. The federal and state government use social media sparingly for information and keeping the public updated about the challenges especially during holidays and during threats from natural disasters such as hurricanes and volcanoes. Therefore, it becomes a resource which interacts with the community and how to effectively increase and reduce the operations of an organization. There are the challenges and effects of increasing and improving operational effectiveness in terms of planning to improve, educate and operate to meet the demands of the community. Civilians also apply the social media as a platform to engage the state and federal resources on developing policies and disseminating information about the emergencies in the community and how to improve the vigilance with an option to improve and increase operational development.

Civilians often use social media in developing and increasing information sharing with the necessary local agencies. The agencies often benefit by sharing and using the necessary resources such as gaining and increasing the necessary platform to engage and win the associations such as managing and increasing operational cohesiveness with the local community. There is also the need to win, improve and increase operational growth in terms of engaging and winning to meet the demands such as planning to control and improve operational effectiveness. The civilians sparingly use the social media such as local law enforcement sites to information and push for community policies such as safety issues and reporting about crimes committed against the community's safety. Therefore, the community effectively uses the social media to highlight any challenges they experience from the local agencies such as medical responders and how they would need to use or be serviced with experienced policies and resources.

Table 1 is a technological evaluation of three emergency notification methods and five emergency notification goals. The three emergency notification methods are: traditional television, radio, and public-address systems with the loss of satellites, modern television, radio, and public-address systems with satellites, and today’s Internet Social Media sites. To assess the effectiveness of the three emergency notification methods, they were evaluated and compared with the five emergency notification goals (the criteria). The criteria were given numerical values where the total sum equaled 100%. The criteria’s value was based on emergency management best practices and emergency management goals in providing their level of importance against each other during emergency notifications. The emergency notification methods were then assigned a power grade from 1 to 100 based on how each one compared to the criteria independently. The criteria, or five emergency notification goals are provided in order of precedence with justification for the order:

· Audience Reach – Emergency Information must be able to reach 100% of the affected residents/community.

· Emergency Alerts – First responders must be able to receive emergency alerts and accurately determine the geographical location of the alert in various operating environments which may include: floods, fires, tornados, blizzards, shooters, and mountainous terrain.

· Monitoring Conversations – Emergency Managers must be able to go beyond using communication tools as only broadcasting information. They must be able to monitor and capture conversations and information on a continuous basis to truly be completely informed on all emergency situations.

· Integrating Data Sources – Emergency Responders must be able to integrate data sources to be able to maximize response times and the appropriate level of effort. The ability to have a shared repository of complete and accurate information provides responders the intelligence required to save lives, alleviate suffering, and change the course of tragedies.

· Responder Collaboration – Emergency responders must be able to relay, share, and capitalize on reliable information immediately together. This allows valuable and scarce resources to be effectively used and deployed.

Recommendations & Conclusion (Tommy)

There are different recommendations on how the government and community with the partnership with social media developers to help in the integration of the social media as a tool to win and improve operational effectiveness. The government could also develop social media filtering to help in associating the user and social media users on sharing with the government. The government also has the ability to effectiveness to develop and improve operational development to meet the expectations of the society to accessibility and sharing information. The government also to overcome the lack of effective utilization of the social media can effectively improve and reduce the essence of social media impacting the safety of the community and its users.
