The complete model of leadership may have limitations in the current business environment with continuous technological advances creating changes in the market. With the paradigm shifts within organizations due to economic forces, political and technological, a new type of leadership is required in organizations that manage change. Preliminary field observations for performance leaders in connection with the transformational leadership style, information technology, innovation leaders, and organizational culture show progress. Information technology has a positive relationship with the innovation leader. It has been proven to logically describe the competence of the leading organization. It found that information technology can bring positive benefits to the innovation leaders to get accurate information to communicate properly. It suggested that the position of information technology has a positive relationship with leading innovations. The researcher used four leadership cadres to guide the study and deliberately chose a lens of traditional organizational theory (Gencer, & Samur, 2016).
It explained that the positive effect of information technology on leading innovation in the system of government can encourage consensus and a high-quality solution relative to each priority. Information technology has a significant effect on innovation leaders to create more creativity as a comparative advantage and promote a sense of responsibility. The information technology has an important effect on the performance of leaders to strengthen public management with the responsibility to serve the public professionally. Efforts to improve information technology to advanced innovations should develop a public service structure with a multimedia delivery mechanism to implement the regional development planning strategy. The success of the information technology in support of the leader of performance must be improved by improving the skills based on a systematic professional structure to systematically serve the community. A learning environment of the 21st century requires leadership with the ability to assess the effectiveness of technology to implement appropriate policies and to ensure the acquisition of knowledge and a genuine understanding through learning based on projects and opportunities for contextual learning (Mano et al, 2014).
