Emergency Response Plan has 7 stages:

  • Stage 1
  • Recognition of the potential effects of the crisis
  • Issuance of an early warning to all concerned
  • Initiation of processes to monitor events as they unfold
  • Stage 2
  • Opening lines of communication
  • Mobilizing appropriate emergency services to address all aspects of the situation.

  • Well operated and equipped EOC
  • Focal point for the Command, control, and co-ordination for all agencies – high levels of interoperability
  • Located in an area off airport terminal property that is easily accessible
  • You need a secondary EOC
  • Spacious and large enough to make it possible for the group to operate in a stressful environment

Incident Investigation and Reporting

  • ICAO requirement to report all acts of unlawful interference (this includes attempts)
  • IATA strongly recommends to its Members to report any security incidents
  • 2 main goals of investigations and reporting
  • Investigation: To determine causality and avoid re-occurrences
  • Reporting & analysis: To establish trends and assess the level of risk
  • Dissemination: To ensure all personnel learn from the experience

  • To determine root cause
  • Consider previous similar incidents to determine cause
  • Implement appropriate prevention and amend intervention procedures

Incident Report

  • Factual information. A brief narrative that should include the following information:
  • Location, date;
  • Flight number, route, type of aircraft involved, number of passenger on board;
  • Name of perpetrator, seat number;
  • Number of crew members on board, name of commander, name of senior crew member, name of crew members involved (if it is an in-flight incident)

Incident Report

  • Type of incident. Indicate what type of incident occurred. If it is an unruly passenger; indicate the nature of disturbance (passenger to passenger, passenger to crew, damage to equipment, etc.)
  • Specific cause. If a cause is obvious it should be noted
  • Injuries and death

Incident Investigation and Reporting

Incident Report

  • Outcome. Describe the results of the incident for example: verbal abuse, physical assault, damages to the airplane, destruction of the airplane, damage to terminal, etc.
  • Measures taken. Describe what measures were taken to try to limit the incident: off-loaded passenger pre-flight, called police, diversion, emergency landing, etc.
  • Any witness accounts should also be included
