Telehealth, also known as telemedicine, is an emerging trend that has enabled patients to connect online with healthcare providers from the safety and comfort of their homes (Gajarawala & Pelkowski, 2021). There are several options that have been provided by telehealth services to patients. Foremost, patients can talk to their health care providers over telephones or through video calls. Patients can also send and receive messages from healthcare providers in regard to their health. Such messages can be send through emails, secure messages, and file exchanges. Additionally, patients can use remote monitoring which enables healthcare providers to check on them while at home.

Due to the sensitivity of telehealth services , there are several regulations that have been put in place by the government of Saudi Arabia to ensure that the welfare of both patients and healthcare providers is safeguarded.

This paper will provide a detailed survey to patients to determine whether the organization in question is inline with the set regulations.

1. Are there regular audits conducted to ensure that the telehealth provider is up-to-date with the set laws and regulations?

This survey question will assess whether there is internal compliance and governance within the organization. The survey question will as well assess whether the telehealth organization demonstrates commitment towards the set laws and regulations. In a nutshell, ensuring that compliance audits on telehealth centers are conducted fosters adherence to regulations, mitigates risks, improves operational efficiency, enhances data security, builds stakeholder confidence, and ensures continuous improvement. Enhancing data security will be vital since it will ensure that patient’s information is only used for the right purpose.

2. As a patient, are you offered an option to opt out or refuse telehealth services if you desire?

This survey question validates whether the organization in question respects patients choice to opt out of the telehealth services without coercion. For instance, the law states that, “Patients shall be given the right to refuse or cancel any participation in telehealth services at any time without the need to provide any reason”. Providing patients with freedom to opt out or refuse to actively participate in telehealth services ensures that their privacy and right to freedom is respected.

3. Is there a process put in place that guarantees patient confidentiality and privacy during consultations?

Privacy and confidentiality of information is one of the most crucial aspects which are covered by the telehealth laws and regulations. Therefore, this question validates the organization's adherence to data regulation in regard to unauthorized information access and patient's identity.

4. Does your healthcare offer a continuity or follow-up after the telehealth appointments?

Continuity services are vital in all healthcare settings. They ensure that patient's progress between appointments is monitored. As a result, this survey question will validate whether the organization in question complies with regulations that require telehealth centers to provide patients with a comprehensive care plan after each consultation session. Such plan promotes healthcare continuity. Additionally, through follow up plans, patients can easily ascertain the privacy of their information.

5. What channels have been put in place to handle patient complaints and grievances?

Complaints about poor health service delivery and other forms of grievances among patients are common. Therefore, assessing whether an organization offers an avenue through which patients can air these grievances is vital. As a result, this survey question will validate the organization's compliance with the law in regard to quality improvement, ensuring accountability, and addressing concerns. In regard to data privacy and confidentiality, the organization ought to provide a channel which ensures that information about complaints and grievances only lands on the hands of authorized healthcare providers.

6. How fast does your telehealth center respond to complaint and emergencies?

One of the key requirements for a telehealth center is to have enough number of physicians that can respond to complaints and emergencies on time. Therefore, this survey question will validate whether the organization in question complies with this requirement. Swift response to emergencies limits exposure of sensitive information.

7. Are you informed about any changes in billing procedures and fees on time?

Patients should be given enough time to make decisions regarding changes in fees or billing procedures. Informing them on any changes on time ensures that they have enough time to make decisions on whether to opt out or continue with the telehealth programs. Furthermore, ensuring that patient's are aware of the billing processes aligns with the regulatory requirements as it offers transparency (Eddine & Zedan, 2021). Informing patients about changes on billing procedures and fees on time prevents unauthorized access to their financial information.

8. Are there any language interpretation and assistance services offered for people with special needs or non Arabic speaking patients?

Health services are mandatory to all people. Therefore, organizations offering telehealth services should ensure that these care services are offered without any discrimination, regardless of the patients origin or special needs. Since these organizations are mandated to ensure inclusivity, this survey question will ensure that the organization's compliance with equitability healthcare access is validated. Language interpretation will in this case ensure that patients fully understand how the information provided will be used.

9. How reliable is the technical support and connectivity during telehealth sessions?

The Saudi Arabian laws on telehealth requires telehealth centers to install equipment and devices that will guarantee smooth telehealth services. Such devices and equipment further ensure compliance as well as quality healthcare delivery. In this regard, the survey question will assess whether the organization has setup enough facilities for service delivery. Availing a reliable technical support and connectivity during telehealth services will ensure safe data transmission and safeguarded patient-provider conversations.

10. Are you notified on how your private information will be used during telehealth consultation? Are there any consent or privacy forms availed?

As per the Saudi Arabian laws and regulations, healthcare givers should seek informed consent from patients about the use of their private information. Thus, this survey will assess whether this requirement is met by the telehealth organization.

11. Are you provided with any information regarding risks and limitations of telehealth services?

Providing information about risks and limitations associated with telehealth ensures that patients make informed decisions before opting into such services (Nicol & Roberts, 2020). It further allows patients to weigh between the advantages and disadvantages of these services in regard to their preferences and available options. Providing information about risks and limitations associated with telehealth services further aids patients in managing their expectations. In this case, patients can fully understand what can be treated or addressed through remote sessions and that which needs to be physically addressed. When patients have access to such information, their trust and confidence is boosted. Basically, transparency about the risks and limitations of telehealth services promotes trust between patients and their healthcare providers (Aldahmash et.al., 2019). While information about risks and limitations aids in decision making, it can indirectly influence patient's behaviour which can in turn contribute to their own privacy management and protection during telehealth sessions.

12. Does the telehealth center provide education on telehealth services?

This survey question is important since it will explore the type of information and training sessions that the telehealth organization provides. According to the Saudi Arabian healthcare laws and regulations, the health care facility should make a provision for patients to receive relevant education on telehealth services. Therefore, this survey question will additionally assess whether this regulations is complied with.

Offering such education further increases patient engagement. When patients understand what services are offered through telehealth as well as how they can access them, they actively engage their healthcare providers (Schofield, 2021). Providing information on telehealth care also promotes enhanced access to healthcare services. For instance, patients living in remote areas or with limited mobility can benefit from such education since they will have knowledge on how they can utilize telehealth services, thus increasing the access to healthcare. Education on telehealth services will also include a detailed analysis on how patient’s privacy and information will be safeguarded.
