UNAVAILABILITY OF LOW COST, EFFICIENT SUB-CONTRACTORS. IN
ADDITION TO THAT, EQUIPMENT IS ALSO LIMITED. CONSIDERING THE
GIVEN EXAMPLE, THEY ONLY HAVE ONE EQUIPMENT. 1 THE RULE "FIRST
COME FIRST SERVED" 4 WAS MEANT TO AVOID MISUSES OF EQUIPMENT
AND TECHNICIANS BUT IT HAS TURNED OUT IN FAVOR OF KEN, AS HE
WORKS THINGS OUT CLEVERLY. THE 3 MAIN RESOURCE CONSTRAINTS
INCLUDE EQUIPMENT, TECHNICIANS AND SUB-CONTRACTORS. THE
EQUIPMENT IS LIMITED IN NUMBER AND THE PROJECT MANAGER WHO
GETS HAND FIRST ON THE EQUIPMENT ARE ENTITLED TO THAT
EQUIPMENT FOR THE DURATION OF THE USE. THIS LEAVES OTHER
PROJECT MANAGERS IDLE FOR THE TIME BEING IF THERE IS A
DEPENDENCY ON THAT EQUIPMENT. ADDITIONALLY, FROM THE LOOKS OF
CONTEXT, THERE IS NO RESERVATION POLICY WHICH MAKES IT
DIFFICULT FOR PLANNING THE PROJECTS. THIS GOES THE SAME WITH
TECHNICIANS. TECHNICIANS ARE INTENDED TO BE A SUPPLEMENTAL
HUMAN RESOURCE, WORKING IN ADDITION TO THE SUBCONTRACTOR
EXPERTS. SINCE THE EFFICIENT TECHNICIANS ARE LIMITED IN NUMBER,
IT FACES THE SAME DIFFICULTY AS EQUIPMENT. SUNRISE DOES NOT HAVE
A HUGE LIST OF EFFICIENT SUB-CONTRACTORS WHO CAN BE HIRED AT
LOW COSTS AND EXTRACT GOOD RESULTS. HENCE RELYING ON SUB-
CONTRACTORS ABILITY IS A CONSTRAINT (PINTO, J.K., 2019).
2. 4 IS SUNRISE'S CURRENT METHOD OF PRIORITIZING RESOURCE
ASSIGNMENTS VIABLE? WHY OR WHY NOT?
SUNRISE'S CURRENT METHOD OF PRIORITIZING RESOURCE ASSIGNMENTS
IS NOT VIABLE. THEIR CURRENT PRACTICE OF FIRST COME FIRST SERVE
BASIS IS NOT EFFICIENT AS PROJECT MANAGERS HAVE CANNOT PLAN
THEIR ACTIVITIES IN THE FUTURE. IF WE TAKE THE GIVEN EXAMPLE, DUE
TO THE LIMITED NUMBER OF EQUIPMENT, TYLER COULD NOT GET THE
EQUIPMENT THAT DELAYED HIS PART OF THE PROJECT FOR 3-DAYS
WHILE THE EQUIPMENT IS IN USE BY KEN. THESE 3 DAYS OF IDLENESS
NOT ONLY INCUR PROJECT TIME DELAY, BUT WORKERS NEED TO BE PAID,

PROJECT MANAGERS NEED TO PAY. IF ANY FOLLOW ON ACTIVITY IS BEING
PLANNED WHICH INCLUDES EXTERNAL PARTIES/VENDORS, THAT WOULD
BE IN JEOPARDY. FEES TO ACCOMMODATE IN AN UPDATED TIME/DAY
SETTING WILL BE INCURRED. ALSO, THIS WOULD FALL UNDER THE LUCK
CATEGORY OF THE PROJECT MANAGER GETTING THE EQUIPMENT EVEN
AFTER 3RD DAY. THIS MIGHT BE A SMALL COMPANY BUT IT DOES INCLUDE
MORE THAN TWO PROJECT MANAGERS AND IT IS HIGHLY LIKELY FOR THE
THIRD MANAGER TO GET HOLD OF EQUIPMENT BEFORE TYLER, WHICH
WOULD BE A VERY BAD SCENARIO FOR TYLER’S PROJECT. IF THE PROJECT
MANAGER’S MAIN CONCERN DRILL DOWN TO HOW TO GET HOLD OF
EQUIPMENT FIRST, HIS OTHER PROJECT-RELATED ACTIVITIES WILL BE IN
TROUBLE. FIRST COME FIRST SERVED BASES COULD HOLD GOOD IF IT HAS
A RESERVATION SYSTEM. THE FIRST AVAILABLE PERSON TO RESERVE THE
UNIT FOR THE FUTURE ACTIVITY SHOULD BE ALLOWED TO USE IT. THIS
GIVES ENOUGH TIME FOR THE PROJECT MANAGER TO PLAN
ACCORDINGLY.
3. 4 HOW COULD TECHNOLOGY ALLEVIATE SOME OF SUNRISE'S
RESOURCE MANAGEMENT ISSUES?
TECHNOLOGY HAS BEEN VERY HELPFUL IN DEALING WITH SITUATIONS
LIKE THESE, AS MENTIONED IN A GIVEN CASE STUDY PERTAINING TO
RESOURCE MANAGEMENT. AS MENTIONED ABOVE, THE RESERVATION
SYSTEM WOULD HELP THE PROJECT MANAGER EFFICIENTLY PLAN FOR
THE PROJECT. IF ALL PROJECT MANAGER'S PLANS ARE HIGHLIGHTED
UNDER ONE APPLICATION, IT WOULD SHOW ALL CONFLICTING ACTIVITIES
OR RESOURCE ALLOCATION BEFOREHAND GIVING THE PROJECT
MANAGER ENOUGH TIME TO NEGOTIATE OR LOOKOUT FOR ALTERNATIVES
OR PROVIDE TIMELINE ESTIMATES ACCORDINGLY (FELIPE, ERIC, PIERRE,
& DAVY, 2019). ALTHOUGH NOT ALL PROJECT MANAGERS WOULD WANT
THEIR PLANS TO BE DISCLOSED TO ONE ANOTHER, TECHNOLOGY CAN
HELP KEEP THE REST OF THE PLAN HIDDEN FROM OTHER PROJECT
MANAGERS AND ONLY HIGHLIGHT THE CONFLICTING PARTS. HERE IS
WHERE PROJECT MANAGEMENT RELATED SOFTWARE CAN BE REALLY

4. 5 WOULD TYLER'S SUGGESTION TO HIRE ADDITIONAL TECHNICIANS
AND PURCHASE MORE EQUIPMENT TO SOLVE THE RESOURCE PROBLEMS
AT SUNRISE? 4 WHY OR WHY NOT?
TYLER'S SUGGESTIONS ARE BASED ON HIS CURRENT PROJECT AND THAT
IS NOT ENTIRELY. HENCE, HIS SUGGESTIONS TO ADD TECHNICIANS AND
PROCURE MORE EQUIPMENT ARE NOT GOING TO SOLVE THE OVERALL
PROBLEM. IT MIGHT SOLVE HIS PROBLEM PERTAINING TO HIS PROJECT,
BUT IT WILL CREATE A PROBLEM FOR HIS OWNER AS RIGHTLY
MENTIONED, IDLENESS OF EQUIPMENT. THE MAIN PROBLEM IS WITH
EQUIPMENT NOT AVAILABLE AT A GIVEN TIME. TIME IS THE PROBLEM.
HENCE, A SOLUTION SHOULD COME OUT DEALING WITH HOW THE
EQUIPMENT WOULD BE AVAILABLE EQUALLY TO ALL PROJECT MANAGERS
AND ON TIME. ADDING NEW EQUIPMENT WOULD INCREASE IDLE TIME
AND THAT IDLE TIME EATS UP THE BUDGET FROM THE COMPANY, WHICH
NO COMPANY WANTS AND IS NOT EFFICIENT. AS RIGHTLY STATED, THE
ISSUE HAS OCCURRED FOR JUST ONE PROJECT MANAGER OUT OF MANY,
SO IT IS MORE SUBJECTIVE THAN OBJECTIVE. THE PROJECT MANAGER
NEEDS TO BE CO-OPERATIVE AND WORK HOW OTHER PROJECT MANAGERS
WOULD, WHO ARE NOT COMPLAINING (BENJAMIN K. & Robert M., 2019).
5. 4 PUT YOURSELF IN TYLER 'S POSITION AND CREATE A ONE-PAGE
PROPOSAL FOR THE SUNRISE OWNER. OUTLINE THE CURRENT ISSUES
BRIEFLY WITH CORRESPONDING DETAILED RECOMMENDATIONS FOR
ACTION. YOUR ACTIONABLE IMPROVEMENTS MUST BE SPECIFIC, ADDRESS
YOUR (TYLER'S) CONCERNS, ALIGN WITH THE OWNER'S PRIORITIES, AND
OUTLINE THE BENEFITS OF YOUR SOLUTIONS IN A PERSUASIVE MANNER
PROPOSAL FOR ONGOING IDENTIFIED ISSUES
TO, OWNER, SUNRISE RECONSTRUCTION AND REMODELING, ISSUE
DESCRIPTION: UNAVAILABILITY OF RESOURCES ON TIME LEADING TO

REMARKS. RESOURCES ARE NOT ALLOCATED IN ADVANCE AND DUE TO
THE FIRST COME FIRST SERVED POLICY, IT IS ONLY AT THE TIME OF NEED,
WE REALIZE THAT EQUIPMENT IS NOT AVAILABLE. THE SAME GOES FOR
THE TECHNICIANS.
Recommendation: 4 HIRING NEW TECHNICIANS AND PROCURING NEW
EQUIPMENT WILL ONLY INCUR ADDITIONAL CHARGES DURING THEIR
DOWNTIME AS RIGHTLY OUTLINED BY YOU. I DO AGREE WITH THAT
STATEMENT AND I GOT AN OPPORTUNITY TO WIDEN THE REQUIREMENT.
BASED ON MY RESEARCH, I BELIEVE MAKING USE OF FREE TO VERY
CHEAP COMPUTER APPLICATIONS WOULD HELP US RESOLVE THIS ISSUE.
MY COLLEAGUE WORKING IN ANOTHER COMPANY MENTIONS HOW THEY
USE RESERVATION SYSTEMS BASED ON PROJECT COMMITMENTS AND
THAT HAS BEEN WORKING OUT PRETTY WELL. OUR FIRST COME FIRST
SERVED BASIS CAN PROVE TO BE MORE ADVANTAGEOUS IF USED FOR THE
RESERVATION. THE FIRST PERSON TO RESERVE IT CAN RESERVE IT FOR
HIS PROJECTS. THIS WILL GIVE ENOUGH TIME FOR OTHER PROJECT
MANAGERS TO ALIGN THAT SPECIFIC ACTIVITY TO MAKE MAXIMUM OUT
OF THE EQUIPMENT. I AM SURE YOU BROUGHT UP THE POINT ABOUT THE
IDLE TIME OF NEW EQUIPMENT BASED ON CURRENT DOWNTIME OF THE
EQUIPMENT WE HAVE. ADDING THE TECHNOLOGY/SOFTWARE FACTOR
WILL NOT ONLY HELP PROJECT MANAGERS TO SCHEDULE ACTIVITIES
BASED ON AVAILABILITY, BUT THIS WILL ALSO REDUCE THE IDLE TIME OF
CURRENT EQUIPMENT. THIS WILL HELP THE COMPANY TAKE MORE
PROJECTS THAN WE CURRENTLY ARE HANDLING. THE APPLICATIONS
AVAILABLE IN THE MARKET CAN ALSO BE USED FOR INTEGRATING THE
TIMELINES OF ALL PROJECT MANAGERS. THIS WILL NOT ONLY GIVE
PROJECT MANAGERS, A HIGH-LEVEL OVERVIEW OF EQUIPMENT AND
TECHNICIAN AVAILABILITY BUT ALSO PROVIDE YOU A TIMELINE ON THE
IDLENESS OF PROJECT MANAGERS, WHICH COULD BE USED TO
ACCOMMODATE IN OTHER PROJECTS. I WOULD ALSO LIKE TO HAVE THE
FIRST COME FIRST SERVED BASIS BE ACTIVE AS OF NOW WHEN THE
EQUIPMENT/TECHNICIANS ARE NOT BOOKED BY ANY PROJECT
MANAGERS.
