Feedback: I greatly admire the narrative approach that you are using, trying to build a case and setting the stage. However, anytime you are working in another language, it is very useful to get business writing support (I studied French, Spanish, German and Swedish...so I can appreciate the challenge you are facing and admire your efforts!). As such, it is challenging to follow your narrative at this point, but I would like to suggest you touchbase with the business writing center...I think they could greatly assist you with enhancing you frame your points and perspectives! :)
