HEA 640 Milestone One Guidelines and Rubric Higher education institutions are responsible for obtaining and maintaining compliance with federal, state and local regulations and internal policies. This maintenance helps to ensure the equal and equitable treatment of all stakeholders that comprise a college community. When an institution is found to be out of compliance with a regulation it is subject to legal liability—a legal commitment that could negatively impact the operations of an institution. In your role as a higher education administrator, you are responsible for ensuring that your institution regains compliance with a recent regulatory change. It will be your responsibility to create a response plan for your president that addresses regulatory changes. It will also be your responsibility, in your role, to ensure that the institution has been thoroughly informed of the change, its impact, and the institutional compliance plan through the development of a structured communication system. Thus, your role bestows accountability amongst the entire institution. When seeking to regain compliance, an institution will undergo a response planning process that will identify key resources, compliance strategies, and a communication plan that will address the institutional impact and build institutional capacity for change. It will be your responsibility to guide this process with a cross-sector group of college community stakeholders (i.e., faculty, staff, administrators, and students). As you and your team work through this process, be sure that your work is centered on “closing the loop” through addressing the benefits that the plan will have for the institution’s students—particularly those with underrepresented needs. Finally, a communication strategy is needed to inform the institution of the response plan. In Module Two, submit a synopsis of the regulatory change that you have chosen to develop a response plan for in your final project. Within your synopsis, conduct a review of a regulatory change with an aligning response plan that will assist your institution in accommodating the change. In this review, you should conduct a background analysis of the regulatory change that speaks to why the regulatory change was made, what it is proposed to accomplish, and the adult learning theory that supports the regulatory decision based on current and future learning implications. Your review must also address the major mechanics of the corresponding response plan to identify support objectives, communication policies, compliance strategies, and the impact on institutional change. In accordance with the final project instructions, research and identify the (tangible and intangible) resources that will be needed to gain and maintain compliance with the recent regulatory change. Based on your research results, begin to analyze the impact that implementation will have on your institution and its students. Specifically, the following critical elements must be addressed:

I. Introduction a. Analyze the basis for this regulatory decision and what the effect of the regulatory decision is on institutional operations.

i. Why was the regulation made? ii. What does this regulation accomplish?

iii. What implications does this regulation have for everyday operations of institutions? b. Analyze the impact of the regulatory decision on the institution with regard to it being out of compliance and having an underrepresented need

for the state of the institution in the present and future. i. If the school does not respond to the regulation now, what are the implications for internal stakeholders, particularly those who

represent the underrepresented need?

ii. What will happen to both internal stakeholders and the school if the school remains out of compliance with the regulation?

II. Conclusion a. Analyze the impact that this implementation will have on the operation of the institution with regard to an underrepresented need in student

affairs. i. Given the changes proposed in the response plan, what are the implications for those who represent the underrepresented need?

ii. What benefits will this plan have for students aside from being in compliance with the regulatory decision? Guidelines for Submission: Your paper must be submitted as a three- to four-page Microsoft Word document with double spacing, 12-point Times New Roman font, one-inch margins, and at least three sources cited in APA format.
