Draft Policy Analysis Parts 1-2

The Policy Analysis Paper Overview should be referenced for complete guidance on preparations for the section.

Purpose: The Final Project: Policy Analysis Paper provides opportunity for students to use a stepped approach to analyze a public health policy problem of their choosing. Students will begin by preparing a problem statement, process discussion, and refined problem statement (Part 1), background information about the policy problem (Part 2), a discussion of factors affecting policy development and implementation (Part 3), policy alternative options (Part 4), and one recommended policy action (Part 5). Sections of this paper will be submitted according to the course schedule.

Part 1: Problem Statement Analysis

• 1-2 pages double-spaced

• Begin Part 1 with the broad general problem statement presented in the form of a question.

• Communicate clearly the purpose of the policy analysis.

• Summarize the process you used to develop the problem statement.

• Conclude Part 1 with a final refined problem statement question. Reflect revisions from Week 9- 14. Part 2: Background

• 3-4 pages double-spaced •

The Background provides factual and informational content needed to define the policy issue or problem for the client/reader. Part 3 Landscape

• 3-4 pages double-spaced • At least six paragraphs including the introduction to the Landscape section and five or more paragraphs presenting the analysis of five stakeholder groups.

• Part 3: Landscape content is fully described in Text Chapter 14 (see Box 14-1).

• The Landscape explores the overall context of the analysis, affected stakeholder groups and relevant issues, and positions that must be considered by the client before taking any action.

• Identify five key (most affected/influential) stakeholder groups. Group names should be listed as sub-headings to organize the section.

Part 4: Policy Options

• 2-3 pages double-spaced. No outside sourced content or citations.

• Include five policy options that answer the policy statement question.

• Options will reflect and address content from all prior sections.

• Factual quoted content shall not be reiterated or introduced.

• Part 4 will include a paragraph introducing the section followed by a paragraph for each numbered option. An analysis of the positive/negative aspects of each option should be included.

• A side-by-side analytical table must be submitted as an appendix. Please follow the structure presented within Chapter 14 Table 14-2 Analytical Side-by-Side Table on text page 329.

Part 5:

Final Recommendation •

1-2 pages double-spaced.

• Open Part 5 by reiterating the refined problem statement.

• Paper Parts 1, 2, 3, 4, 5.

• No need for intro/conclusion paragraphs.

• Double-spacing, 11 point font in Arial, one inch margins on all sides, section headings, continuous sections (no page breaks between sections), one return after sections – no extra lines/space before or after paragraphs, no lists. One-line bolded sub-headings may be used to Section titles. No extra space before or after section titles.

• Source requirement: 10-15 outside qualified sources cited in-text and referenced using APA format.

• Required file format: Microsoft Word .doc/.docx file only

• Appendix (Part 4 Options) • Page requirement 10-15 pages
